Zero diplomacy another year failed for the Ministry of Foreign Affairs

In a month and 4 days while at the helm of MPJ Behgjet Pacolli during 2020, this ministry did almost nothing.

In addition to the agreement on mutual recognition of patent partners with Northern Macedonia and the agreement on cross-border co-operation with Albania, Montenegro and North Macedonia, MPJ became a member of I CAR (The International Committee for Animal Performance Recording), but there was no movement about Kosovo's diplomatic empowerment.

On February 4th, Behgjet Pacolli handed over the task of Foreign Affairs and Diaspora Minister Glauk Konjufca from the Vetevendosje Movement.

Even during the time Konjufca was leading this ministry, Kosovo had no success in the field of diplomacy.

Konjufca's first decision was to dismiss the consuls with the abolition of a decision he considered illegal.

And at the time of the Konjufa leadership, MPJD was involved in a diplomatic scandal. The Ministry of Foreign Affairs and Diaspore officially thanked the state of Jamaica for recognising Kosovo's independence, and this was being presented by the Vetevendosje Movement as the “er change in Jamaica”.

But news that Jamaica has recognised Kosovo's independence was denied by Jamaica authorities, while the MPJD blamed it on Kosovo's ambassador to the United States, Vlora Citak.

Kosovo's Ministry of Foreign Affairs rejected the request to visit Kosovo, Secretary of the Office of the President of Serbia Nikola Sekalovic. The request was rejected due to unjust arrest and continued detention by the Belgrade authorities, the citizen of the Republic of Kosovo, Nezir Mehmetaj, but for the same, Kosovo was not taking any concrete steps.

And at the time of Konjufa's leadership, just as at the time of Behgjet Pacolli's leadership, there is not much to be proud of.

It was the key agreement with Kosovo's System, Transition and Electricity Market operator Europe's Transmission Systems that was presented as diplomatic victory and promoted as Kosovo energy independence.

Besides that, The MPJD led by Konjufca also echoed the news that it has removed visas with the state of St. Lucia for citizens with diplomatic and official passports, and that also after the beginning of the pandemic resulting in border closures, The MPJD was proud to enable 10 Kosovars to cross into the Slovenian border Croatia to come to Kosovo.

During the direction of the MPJD Conjufca, the latter had decided to give up Kosovo's attempt to join INTERPOL, as he had seen Kosovo's lobour as unready and that he had also predicted a recent failure in the world's largest police organisation, the news writes.net.

Following the collapse of government Kurti with the no-confidence motion initiated by the Democratic League of Kosovo, the government's leadership received Avdullah Hoti of the Democratic League of Kosovo in a coalition with the Alliance for the Future of Kosovo and the Social Democrat Initiative of minorities.

After the AKR and LVV, the leadership of the Ministry of Foreign Affairs and the diaspora had arrived AAK's with Melisa Haradinaj- Stubula, which also was not marked for any diplomatic success, but rather for political and confrontational statements with Serbia.

MPJD at the time of Melza Haradinaj- Stublla completed the one-year chairmanship of the Southeast European Co-operation Process (SEECP), but it is not as if something big started.

Haradinaj- Stublla prompted an interesting agreement many asked about the purpose of the agreement between Kosovo and the Saudi Arabia Kingdom on eliminating double tax and preventing tax evasion in income.

Konjufca's decision on the dismissal of the consuls and ambassadors to whom the mandate had been passed was suspended as a decision by Haradinaj- Staubla, who said this decision had been cancelled but had only been suspended indefinitely.

In the agreement between Kosovo and Serbia on September 4th at the White House, the final point of the agreement said Kosovo and Israel would establish diplomatic relations with each other, but little or no concrete steps were taken in this direction.

This agreement, which fell on the shoulders of the Kosovo Ministry of Foreign Affairs, appears to have found the answer in a telephone conversation that Haradinaj-stubla made with Israeli Foreign Minister Gabriel Ashkenazi, but furthermore, nothing concrete was there.

During the 6th and October 12th of this year, Kosovo's MPJD managed to strengthen some decisions with the European Union.

The agreements they empowered were: “The financial agreement, the specific conditions for “IPA 2019, the second part, target 2”, between Kosovo and the European Union, signed with August 24th 2020, the agreement on Kosovo's participation in the EU Programme “Fiscal 2020” in the middle of the Republic of Kosovo, represented by the Ministry of Finance and the European Union, the agreement on Kosovo's participation in the EU Programme “Cost) 2020> between the Republic of Kosovo, represented by the Ministry of Finance and the European Union, and a deal with France that has been made with the deployment of the French Agency for Development, PROSPA and Experts in Kosovo, Kosovo's Ministry of Finance and the French Bank.

The Ministry of Foreign Affairs and Diaspora also held a visual meeting with the Ministry of Foreign Affairs over the establishment of diplomatic relations between the two countries and also for the location of the opening of the Kosovo Embassy in Jerusalem.

MPJD in November this year succeeded in strengthening financial agreement for IPA 2019, the second part, target 1, between the Republic of Kosovo and the European Union.

But all these activities of the Ministry of Foreign Affairs and Diaspora and numerous meetings held within a year produced no results in strengthening Kosovo's subjectivity at the international level.

In the area of bringing new recognitions, Kosovo has been around three years without recognition by any state. The final recognition of Kosovo's independence is in February 2018 by Barbados, while the previous year is another year earlier by Madagascari.

Even close to 13 years after independence, Kosovo has not yet received visa liberalisation from the European Union, and has also given up trying to participate in INTERPOL.

In addition, in the September 4th agreement in the United States, where Minister Haradinaj- Stublla was present, Kosovo has agreed to give up its lobby for membership in international organisations for a year.

On the other hand, Kosovo has failed to stop even the recognition campaign from Serbia that has resulted in about 20 recognitions from different states, but this for Kosovo has been done by the US with an agreement with Serbia that envisions stopping Belgrade's lobby against Kosovo independence.

With more political-populistic statements and less diplomatic commitment, Kosovo's MPJD has failed to bring any major success in the diplomatic field for the country this year.
