The second order aims to increase safeguard clauses for federal workers by bringing some collective rights into force and promoting the minimum federal salary of $15 an hour. To accomplish this, Beden will instruct agencies to review lists of workers paid less than $15 an hour and to develop recommendations to raise their salaries.
