Controversial Tactical in the Senate could make it difficult for President Biden to perform

Kamala Harris was one of 100 U.S. senators until she became vice president and, in that role, she is also head of the Senate.

As such, it holds the determining vote, as the Democrats, with two victories in Georgia ending the Senate's six-year rule by the Republicans

With the majority, the Democrats can meet several objectives.

“This means that President Biden may have an administration, can appoint his Cabinet secretaries, appoint judges, and pass laws”, says the Voice of America Chris Edelson at American University.

But how many laws, it's an unanswered question because of old rules in the U.S. Senate.

One of them is that of the roadblocks.

It is a rule designed to allow a minority of senators to prevent voting on a case, continuing to debate about it indefinitely.

Senate regulations require three fifths, or 60 senators, to vote to end the debate.

That means that the 10 republics should agree with the 50 Democrats, just to allow the vote to approve many of the points on President Biden's agenda... which starts with a nearly two trillion-dollar package of crisis relief from COVID.

But there are rules that allow Mr. Biden and the Democrats to overcome this procedure.

And this is called reconciliation.

It is a strange process that allows for bypassing the debate as long as the law is considered has to do with budget issues.

Adopting a bill through the reconciliation process requires only a simple majority.

But it can only be done once in each budget cycle.

And it will put out some of President Biden's main goals, such as adopting a new act on voting rights and immigration reform.

He said, "If I'm elected, I know there are people who will work with me." But people from the left described this saying as naive and ridiculous. So I think he should be careful. I think it should be realistic”, says the Voice of America Chris Edelson.

Realist about what can be achieved in a separate Senate, which looks to the upcoming election.

We need to remember that when block tactics were often used during 2009 and 2010, in the elections that followed, the Republicans won more seats in the House of Representatives than they had won in 100 years. Later, during President Obama's second term, when still again the blocking tactics were often used, the Republicans won control of the Senate. So their plan to prevent this game has worked in the past, and it is likely that the Republicans will reuse”, Norm Orntstein says.
