The assessment of the damage caused by last days' floods in Kosovo has not yet been done, they say in the Government of Kosovo.

Kosovo's incumbent Prime Minister, Avdullah Hoti, during a virtual meeting Thursday with the mayors of municipalities affected by the floods, has asked the latter to do the damage assessments as soon as possible.

“Dations are large and will be difficult both for the municipality budget and the central budget to compensate for. To identify families in a serious social state who are unable to intervene in the amount of damage done to you in their homes”, Hoti said.

The emergency fund, according to incumbent Prime Minister Hoti, will be founded by state reserves and over the next week, as damage assessments from municipalities come, decisions on the distribution of vehicles can also be made.

Meanwhile, Kosovo municipalities, which have been affected by floods over the past few days, have established the commissions for the investigation of damages, which have been caused by family economies, businesses, agriculture and infrastructure.

The damage is considered serious, but the exact value of these can be known after a few weeks after these commissions complete their investigation.

The municipalities are starting to assess damage

In one of Kosovo's municipalities, which has suffered major damage, is the Wushtrri municipality. The mayor of this municipality, Xhafer Tahiri, told Radio Free Europe that there are about 500 damaged houses and thousands of hectares of land, as well as other injuries that will be identified.

We've started our ID today. This process will take between two and three weeks, and the damage is in the energy of family economies and crops. Thousands of acres have been covered by water. The volcano has been hit by the worst flooding since 1979. Those houses have probably been irreversibly damaged and the assets of citizens” have been destroyed, Tahiri said.

He added that central level financial intervention is necessary, since the municipality does not have enough budgets to compensate for citizens' assets that were destroyed by floods.

The 2021 Vushtrri Community budget is close to 19m euros.

Municipal budgets cannot compensate damage

Even in the Kosovo Field Community, which has been hit largely by floods, the damage assessment has begun, said municipality spokesman Ali Topalli.

According to him, after obtaining damages, they will see forms and opportunities for compensation for citizens.

“We have registered families that have caused major damage, but the value of damages is not yet known. Together with the Government of Kosovo, we will see how compensation will be made. The damage is huge, that's why we've asked for government assistance”, Topalli told Radio Free Europe.

For the damage caused in agriculture, incumbent Agriculture, Forestry and Rural Development Minister Besian Mustafa, during a visit to some farmers, stated that these damages would be compensated.

Unfortunately, a large number of farmers have been damaged. We will make a final summary and make a decision on financial compensation for these damages”, Mustafa said.

Flood damage has been caused in other municipalities, such as the Gjakova municipality, Kline, Obilic, Pristina and others.

Gjakova municipality spokeswoman Nita Efendiu-Brovina told Radio Free Europe that the damage caused by the floods cannot be compensated without government assistance.

“Ekips are on the ground and are weighing the damage. Next week we're going out with an exact figure. We need the government's help, since there is no such situation in budgetary planning. The budget revision is in September and all planned means are destined”, she said.

No Emergency Fund

Major damage from the floods has also been caused in the Malisheva municipality.

This municipality's spokesman, Artan Pacarizi, told Radio Free Europe that for damages compensation, it will address the Government of Kosovo, as the municipality does not have an emergency Fund.

The “Commission is working on obtaining damage. Currently, we cannot speculate in the value of damages, but I can say there is damage in the family economies, in businesses, in agriculture and infrastructure, and these damages are significant”, Pacarizi said.

Many regions of Kosovo have flooded in recent days, as a result of rainfall and snow. Some houses have been flooded in these regions. Water has penetrated houses, causing serious damage to households and other things.

Numerous families have been evacuated from their homes.
