He says that for subjects of this nature, he must inflict merit sentences. According to him, conditional penalties for corruption must be lifted, though it estimates that in recent years there have been such sentences.

Personally I'm never happy. I think you should give me the maximum both first and second degree, as well as the Supreme Court”.

When it comes to criminal acts of corruption character, I consider judges not to issue parole sentences, because it is the simulation to do the work. But it has to be like preventative, because the purpose of the sentence is to be preventative because of not repeating. And if we give parole sentences, then we're in a hurry, which I consider in the last few years we've got parole sentences”, it's expressed in an interview for Online Economics.

Shala says that during 2020 this Court has done good work in terms of substances dealing with corruption.

This court, according to him, in 2020, has conducted 62 corruption substances, where 19 have been held since 2019, and 65 other subjects have been accepted in 2020.

We've had 19 subjects in place since 2019, over the year we've had 65 classes. We've made 62 subjects, which is 22 subjects, in 2021, which I believe will be done very quickly”, he says.

While praising that the problem concerns the review of civilian subjects, this is due to even the small number of judges, however, as it says they have applied to the Judiciary Council for increasing their number.

And the biggest problem we have is that we've had with civilian labs, and we've settled a little bit because of the great number of subjects, the number of judges is small, even though the number of judges is very high. I've also asked to appoint a judge to the administrative floor and one to the launch on economic issues”, Shala has indicated.

He says that during 2020, they worked with eight less judges after 6 of them retired, while 2 of them have advanced to the Supreme Court.

Despite the inadequate number of judges and the pandemic challenge for the Appeals Court, according to Shala, 2020 has been successful, having managed to complete a large number of subjects.

He says that during the past year, 14 thousand and 800 materials were completed, up from 23 thousand in total.

We started with 11 and 600 materials from previous years, and during 2020, as many subjects have come.

During 2020 we had over 23,000 materials on the job, the end of the year we completed with 14 thousand and 800 subjects. We have managed to reduce the number of subjects below 10,000, which means it's a huge success, because since 2013 we've reached this”, Shala has been saying.

Pandemia has also affected this institution, where seven judges have been infected with Covid-19 and over 10 members of civilian staff.
