The outgoing U.S. President Donald Trump's administration has received criticism that it has rushed to implement these sentences, with the screech of the 130-year-old tradition that death convicted prisoners should not be executed during the transition period of government.
Higgs was sentenced to death in 2001 for organising the kidnapping and murder of three women: Tanji Jackson, Tamika Black and Misann Chinn, reports CNN escorts Klan Kosova.
