Authorities had set a 50km-an-hour speed limit when large snow was cut off, but this was not enough to prevent disaster.
According to local authorities, wind speed at the time of the accident was about 100 km / h.
About 200 people were involved in accidents and 12 were taken to the hospital, the disaster management agency said.
Japan has been hit by heavy snowstorms in recent weeks in parts of the country, while highway views show the total extent of the accident.
The people involved have been given drinking water and food, as well as blankets for heating, reports the NHK News.
