These persons were arrested and held in custody without legal grounds, were not informed of the reason for their arrest or ban, and/or were not given the opportunity to file complaints about their detention

Approximately between April 1st 1999 and April 19, 1999, Salih MUSTAFA and several other KLA members, including soldiers under the nicknames "Tabuti" or Tbuti possibly Commander, HINAmini V ELAU, REMI, RlCH, CHArdani, Afrociation, created and maintained inhumane conditions of ban in the Zlash detention complex. These conditions were marked by the removal of freedom without legal procedures, as mentioned in the above paragraphs 18-19, and insufficient offering of food, water, sanitation, sanitation, sleep, housing, and health care.
