PDK in Prizren: VV is proving no management capacity

Even this early year, the Ministry of Management of Local Power with the Swiss Agency for Development and Co-operation - The SDC, Sweden and Norway have earmarked 4.9m euros for the Communist Performance Grant.

This grant for 2020 is co-finance of MAPL funds, worth 2.5m euros and donors at 2.4m euros, in order to reward the best performance municipalities, according to a system of indicators distributed in three main areas:

1. Democratic government,

2. Municipal Management and

3. Public service delivery.

This system makes Kosovo the only country in the region, where there is an advanced institutional system that promotes competition between the municipalities and at the same time enables citizens to hold municipal leadership responsible, to be accounting and to work on increasing municipal efficiency for citizens.

The assessment of the Communist performance for the 2020 grant rewards 23 municipalities, as well as the additional reward for 3 municipalities with best performance.

The beneficial municipalities are: Peja, Junik, Glogoc, Kacanik, Gjilan, South Mitrovica, Vushtrri, Hani of Elez, Kline, Rahovec, Shtime, Skenderaj, Gjakova, Suhareka, Malisheve, Viti, Gracanica, Klokot, Ranilluc, Shtrpca, Mamouse and Leposaviq.

Meanwhile, the three best performance municipalities that get an extra grant are:

1. One-place Pec City Hall,

2. Yunik 2nd Community and

3. Lipjan City 3rd.

As it is seen, the Prizren municipality has not achieved a minimum of points, to compete and let alone win.

Another assessment of the Communist performance by the Ministry of Respect, based on the relevant criteria for peformation, has also placed Prizren's municipality in 23rd, which is below average, as well as in Pristina's 24th place.

According to another ranking, Prizren's municipality is ranked 10th at the country level, in terms of performance for administrative services.

The Comunal Range is done by the Ministry of Local Power for:

• Public administrative services,

• The efficiency of reviewing citizens' demands and

• Examining the requirements of physical and legal persons.

It is noteworthy that before Prizren's municipality, several small municipalities, such as: Rahovez, who is ranked first, then Suhareka, Vitia, Istog, Lipyan, and so on.

We're specifically mentioning these two communities: Prizren and Pristina, because Pristina has been led by the VV and is testifying that in addition to lack of human management capacities and resources, the problem may also have ideology and the lack of an advanced governing concept.

This approach of how it is governed in Prizren is largely based on advertising and complaints and always in the pursuit of guilt elsewhere, never on itself.

The city of Prizren is constantly facing consequences of this philosophy and way of governing, where nothing is respected, including coalition partners who brought the VV to power. The municipalities' ranges based on the measure of performance according to criteria are arguments that support this claim and that the Prizren municipality has proved very bad.

It is noteworthy that while he was in power The PDK, Prizren's municipality, has been praised with much better performance than this government that we are currently seeing.
