Who is Naim Qeyla who was elected ombudsman today?

The ombudsman's institution in Kosovo for nearly three months was left with taskeers, after Hilmi Yashari's mandate had expired on 2 July. The cell had remained alone in the race to elect the ombudsman. He has now been chosen to run the institution for five years.

Naim Celaj is a lawyer, and for a long time this profession has been exercised in Prizren.

On December 5th 2017, when the Kosovo government was led by Ramush Haradinaj, Celaj was appointed deputy minister of justice from the Alliance for the Future of Kosovo (AAK).

In addition to the post of deputy minister, Celaj during the Haradinaj government was National Co-ordinator Against Violence in the Family.

Naim Celaj is also known as the lawyer who for several years represented Berisha from Suhareka. The Shyrete Berisha family, whose family had been killed during wartime by Serb paramilitary forces, had indicted her late husband's family to realize her right to his legacy.

For Naim Qelian, one is remembered when two years earlier, in November 2018, he had cancelled his participation in the Regional Forum “Promovation and Implementation of the Istanbul Convention in the Western Balkans and Turkey”, which was held in Skopje after the organisers of Kosovo representatives' inscriptions had put in motion.

Celaj said she would not participate in that forum without Kosovo's full appointment as an equal state with other participating countries.

“Prepares from organisers to act and enable us to participate with the avoidance of the login or to mark the opinion of the JND and the Kosovo Declaration of Independence”, he had said.

The ombudsman is one of the guaranteed institutions of democracy, rule of law and human rights. The recommendations from this institution aim to bring improvements to standards and the quality of public authorities' services to citizens.
