Vetevendosje Chairman Albin Kurti quoted a portion of Joachim Ruecker's book “Standards and Status” where it says it was once ethnic decentralisation which today commemorates the Zayednica”.
He writes:
When a situation does not seem to change for a long time, it is likely a setback that has already occurred.
As I read the book “The former PSP's Standards and Status”, Joachim Ruecker, is reminded that once ethnic decentralisation, meanwhile today {Zajednica and territorial exchange, are different names of Belgrade's same effort to partition Kosovo. Here is a paragraph on page 61 of this book:
“On the issue of decentralisation, which was very controversial, the plan sought to reconcile the opposite requirements. Initially, Kostunica called for the complete partition of Kosovo, which envisioned its territorial fragmentation along ethnic lines. This motion was dropped during negotiations, and instead Belgrade proposed the creation of 12 Serb majority municipalities in Kosovo, partially linked geographically, with a high level of autonomy, strong inter-communal ties and direct institutional ties with Belgrade. ”
Serbia's projects are old. With new concessions, Kosovo is pushing back.
