Security experts in the country share opinions of changes concerning the 10th point agreement reached in Washington between Kosovo and Serbia.
This point envisions that the parties increase passenger control in airlines, exchange of information between them, and within the framework of US broader co-operation in the Balkans, and update technology to combat illegal activities by implementing and functioning review systems and information provided by the US, including. P I SCES, APIS, ATS-G and STP.
Security expert Nuredin Ibishi says access to information through these American systems that are envisioned in Washington's agreement is welcome for institutions and security in the country, as he puts it, offers greater security in the country and the region.
He claims that this point of agreement also positively influences fighting organised crime and terrorism.
I think that generally this affects both the prevention of combating organised crime of terrorism and actively being a member and being part of a process... gives us a relief in exchange for information but also the preservation of it. But normal of all this system, when passing the application phase, is a correction in exchange for information, but not even being misused, whether by Serbia or Kosovo or someone third... If we have surveillance as they know the United States of America to implement without entering the infrastructure, the other capacity I build in Kosovo in terms of security, I think that if the United States guarantees sustainable information exchange systems, then I think it would be welcome for security institutions in Kosovo and without exchange for information there is not only one state but also the region itself and the wide-ranging<1>, he said.
Ibishi considers that this point should not be misused by the parties involved, much less by Serbia.
We have some of these systems, they're a donation of the United States, but it's also a European Union, and it's not hard to be in the form of applications just to implement them. This is not particularly misused by Serbia... If Serbia continues with the old avaz, then they can actually be misused, especially when it comes to getting information that is sensitive, when it comes to the security of the country, but even certain people that they often know abuse, especially members of the Kosovo Liberation Army who can often be arrested as if they have continued until now”, Ibishi stressed.
But there is another security expert, Drizan Shala, who says access to these American systems for information exchange and increased passenger control does not greatly affect Kosovo's security.
According to him, the biggest beneficiary in this case is America.
I think it's a very technical point where Kosovo and Serbia benefit access to security systems that the United States uses in terms of travelers and passengers from one country to another. But more complex than Serbia and Kosovo have not reached agreement on how to reproduce their information system with regard to the direction of travellers from Kosovo to Serbia and Serbia to Kosovo, and this is leaving me indisputed with great confusion that this point is more about securing the security of travelers who can move towards the US... The implementation of this agreement directly does not create any security for Kosovo because through this alone the United States of America benefits access to information citizens who move from Kosovo to the United States, or from Belgrade to the US to the United States, and to the United States.
Kosova Prees has also tried to speak with the Ministry of Internal Affairs about the issue, but the same have declined to speak.
Last week, Kosovo and Serbia with US President Donald Trump's mediation have signed economic agreements, which was deemed historic for both countries.
