Such statements are being seen with scepticism, since the country is said to have failed in the health sector so far, which will also have difficulty securing the budget for the purchase of these vaccines.

Representatives of doctors and patients are saying Kosovo should not rely on donations, since it may be a priority in the region, but not also on a global level.

While, from the Health Ministry, they say that now and how long they are discussing with international partners about securing the vaccine against COVID-19.

Days earlier, National Institute of Public Health director Naser Ramadani had declared that Kosovo would be among the priority places that the vaccine could approach. So he pledged that Kosovo would also be prepared for the second or third wave of the COVID-19 pandemic.

But such a statement is being seen with scepticism by the chairman of the Kosovo Medical House, Plerat Sejdiu, which says health institutions should not be based on donations. He adds that Kosovo can be the priority for support in the region, but not in the world as well.

The great error of Kosovo institutions is if they think that they always bring us donations. Be prepared to have it, but it will come as they did despite the budgetary preparations we've had for the pandemic. But they're like helping, but not relying on us for Santa Claus. We can't hold back. Kosovo in the region can be a priority for support, but not on a global level... We dare not rely solely on donations”, he points out.

Sejdiu considers that Kosovo should have the priority of securing vaccines. Among other things, it mentions statements from O BSH, where it says vaccines can reach Kosovo after six months.

That Kosovo cannot be a priority in providing these vaccines, says the head of the Association for the Protection of Patients' Rights, Besim Kodra.

According to him, the health sector has always been put aside, and so it can hardly be budgeted for providing these vaccines.

I don't know what sense it's said to be a priority, but how it's going to be a priority when we don't have a payment capacity. The state has not yet shared as far as I have seen a budget that will cover all citizens endangered by COVID. We also don't have any vaccines on the horizon that we can see ready to buy. Those countries that have been a priority for example Britain, the United States, have contracted with pharmaceutical companies for the moment the vaccine comes out they get the first. The first point of the Patients' Rights Charter says patients must have access to preventative measures. Kodra adds that the state has so far failed to provide protection for patients.

The smallest and poorest countries generally try to provide vaccines through joint international schemes, such as COVAX, led by the OBS, the Coalition for Epidemiological Preparations (CEPI) and Gavi (The Global Alliance for Vaccines and Immunization).
