The Commission for Legislation has invited Prime Minister Avdullah Hoti to report on his “defaulting for the establishment of association of Serbian municipalities in Kosovo, as well as the process of vetoing justice. The head of the government was given a 10-day deadline to respond positively to the commission.

The applicant, Vetevendosje Movement MP Artan Abrashi, said the prime minister should clarify how he will establish association, which is in opposition to the Kosovo Constitution in 23 articles.

I think it's very important that Prime Minister Hoti come to report on his public statements about implementing the idea of the association of Serbian municipalities, especially since we are dealing with a Constitutional Court decision in which many of its articles of executive character have declared unconstitutional. It's important to come here and provide answers to our confusion as a commission regarding the commitment to implement the association project. So as he thought, what model is in question, why are you insisting on pushing ahead a project that many subjects already have their own” dilemmas, he said.

Democratic Party of Kosovo deputy Abelard Tahiri agreed on the issue, but with his request the report on the veto process was included.

Today, Mr. Hoti is the prime minister of Kosovo, and I am interested in his approach, the direction he will give this important process for our justice system. His perspective, his commitment. Has he taken any steps so far, if not, which is the agenda in terms of veting, who has a partner in this process”, he said.

But he singled out this request as the commission's chairman from the ranks of the Democratic League of Kosovo, Rock Manaj.

And as far as the agreement for association is concerned, I think the demand is unfounded and as such, it does not stand. The prime minister has declared that they do not discuss association, and if this issue is brought forward it would only be in accordance with the Constitution of the Republic of Kosovo”, he said.

Manaj has reacted to Alliance for the Future of Kosovo MP Donika Kadaj-Bujupi, who said it is practical for the prime minister and government to report to the Assembly whenever it is required of them.

You're going against what you said earlier, so if you like the subject we call the prime minister. And if you don't like the subject, we don't call the prime minister. We are the parliamentary republic, the prime minister and the government must report every time we call them on topics that the MPs value”, Qadaj-Bujupi said.

At today's meeting, the commission failed to pass the draft civil code in principle due to MPs' remarks. The building ground bill was not passed for the same reason. Justice Minister Selim Selimi's report on the matter was requested.
