Government Makes Decision for New Measures Against COVID-19

At today's Kosovo Government Meeting, measures related to David-19.4 have been changed The government has published all decisions. The government of the Republic of Kosovo, at the request of Prime Minister Avdullah Hoti, in accordance with the Government Labour Rule, has held corresponding meetings (Electical collection), 32 in a row, in which it has adopted two decisions. The government of the Republic of Kosovo, at the request of Prime Minister Avdullah Hoti, in accordance with the Government Labour Rule, has held corresponding meetings (Electical collection), 32 in a row, in which it has adopted two decisions.

After the review, the Government of the Republic of Kosovo has approved the Health Ministry's request for the undertaking of measures to prevent and fight the spread of COVID-19 pandemic, under which:

1. All foreign citizens who enter the Republic of Kosovo (RKS), coming from high risk countries, according to the ECDC official list (which is updated every two weeks), must testify via RT- PCR in Sars COV-2 that are healthy from COVID-19, based on the principle of reciprocity, except for the following:

1.1. During entry via International Airport “Adem Jashari” do not need proof for test RT-PCR negative, taking into account that foreign citizens will only pass through the RKS territory, and provided they sign a declaration at the outset, where, in the three-hour term, they will leave the RKS territory.

1.2. During access to land border points, with the aim of exiting air points, from the International Airport “Adem Jashari” and land points need no confirmation for RT-PCR negative tests, but, foreign citizens are obliged to present the plane ticket and sign declarations that will release RKS territory within 3 hours.

1.3. Professional transporters (positors) do not need to have confirmation of the negative PCR test, provided the international transport protocol is respected.

1.4. For transport organized by bus or regular international transport lines, no test is needed RT-PCR negative, provided the declaration is signed that it will release the RKS territory within five hours.

1.5. Foreign citizens who have arranged permission to stay temporary or permanent at RKS, during the RKS entry should present proof for testing RT-PCR negative, made the most distant 72 hours before entering the RKS.
1.5.1. In the event of not presenting the testimony of the negative test, foreign citizens are obliged to self-isolate for seven days.

1.6. Foreign diplomats who are accredited to the RKS, as well as their family, do not need to have proof of the test RT-PCR negative.

1.7. Foreign citizens who have appointed the term for treatment to health institutions in the RKS can enter if they present proof for test T R-PCR negative, made at least 72 hours before entering the RKS, as well as confirmation of a certain term released by the hospital.

1.8. Personal documents brokers issued by the RKS, but with a residence address in another country, during the RKS entry, we need to present proof for the test. RT-PCR negative, made the most distant 72 hours before entering the RKS.

2. Health institutions are under obligation to restore health services in line with measures for protection from COVID-19.

3. All public and private institutions in the Republic of Kosovo are obliged to manage staff performance at work, in line with the Manual for Protection From the Spread of COVID19. The temperature rate is mandatory for all during entry into objects.

4. All subjects offering gastronomy services (restorents, cafes and similar ones) based on assessment given by municipal authorities and that they meet conditions for work, respecting safeguards against COVID-19:

4.1. Operation is prohibited from 11:30 to 05am throughout the territory of the Republic of Kosovo.

4.2. From 9: 00 p.m. to subjects offering gastronomy services (restants, coffees, and similar) music is prohibited.

4.3. Within this time, they can work by respecting the 2m distance between tables and keeping dezinantants for hands at each table that can be exploited by customers.

5. The temperature rate is mandatory for all, during public and private entry.

6. No collection of citizens in number of more than five in public squares, parks and so on, except for the cases allowed with this decision.

7. All public gatherings, including family parties, are forbidden except for the cases allowed with this decision.

8. No public markets activity of vehicles and animals throughout the territory of the Republic of Kosovo.

9. Animal slaughter is allowed in authorized animal slaughter environments.

10. Citizens of the Republic of Kosovo are allowed to participate in religious ceremonies and activities, at religious sites and abroad, in accordance with the Manual for Protection From the Spread of COVID19. The temperature rate is mandatory for all, during entry into objects.

11. All public and private institutions are subjected to holding hand and face-to-face disinfectants at access to the facility, which can be exploited by institution workers and visitors.

Twelve. All public and private institutions are permitted to set visible rules on any entry of the object (including the prevention of access without masks, duty to respect distance and so on) in line with the Manual for Protection from the spread of COVIDD19.

13. Cultural activities of MKRS and municipalities, Teatros, Librarys, Philharmonics, Gallerys, Ensambles, Ballet, Cinemas, Youth Centres, Museums, Culture Centres, and Groups are allowed in part, exploiting only 40% of the space/systems of respective objects. The percentage of space use will be applied to all activities, both in performance and exercise, always based on the Manual for Protection From the Spread of COVID19; The temperature rate is mandatory for all during entry into objects.

14. Sports are allowed in closed and open spaces; exercises and competitions can be organised in individual sports; in closed spaces, up to 30 people can participate in training, while as many as 50 people can participate in racing, always based on the Manual for Protection From the Spread of COVID19. Measuring temperature is mandatory during entry into closed sports objects as well as in open sports spaces.

15. Professes are allowed as well as closed swimming pools for individual recreative activities, in line with the Manual for Protection From the Spread of COVID19. The temperature rate is mandatory for all, during entry into objects.

16. All subjects offering public transportation (autobus, nation, taxi) work half their capacities in terms of the number of travelers carrying to allow the space needed for each traveler.

17. It is required of all municipalities to fully reactivate their local headquarters.

18. For the exercise of public and private nesting activities, the entire territory of the Republic of Kosovo requires assessment and supervision by municipal authorities, in line with the Manual for Protection from the spread of COVID19. The temperature rate is mandatory for all, during entry into objects.

Nineteen. The minister of Health is engaged to immediately decide on general measures for protection from pandemic COVID-19 (including the use of masks) to conform to Law No. 07/ L-006 for the prevention and combat of COVID-19 pandemic.

20. Powered by Decision No. On July 28th, 0117.

Also approved at this meeting is the Interior Ministry's proposal for sharing additional financial resources, worth 3,989,423 (three million, eighty-nine thousand twenty-three euros), increased engagement and long-term field work, active police officials on the ground, and live exposure to the COVID pandemic-19:

1. For paying extra hours, for the unpaid age difference above the allowed rate (40 hours of work) created after the 15th. March 2020 to August 31, 2020, worth a total of 4,792,046 (four million and seven hundred and ninety-two thousand and four ten and six dollars), as follows:

1.1. 50% of these tools (2,396,023 Euro) will be paid on September 2020 pay, while

1.2. The rest in the following months, depending on the availability of available means, in the wage category and additions.

1.3. For the additional pay on the base wage, worth 100 euros per month, for July, August and September 2020, totaling 1,593,400 Euro (a million and five hundred ninety-three thousand and four hundred.

The payment of extra hours, as well as the addition to wages, is done on the basis of the lists attached to this decision, approved by the Minister and Secretary General of the Ministry of Internal Affairs, confirming the compatibility of the prestigious lists prepared and approved by the Kosovo Police General Director. ”
