EU High Representative: Hoti's Vuchy talks about two difficult topics

Borrell, in a statement that was distributed by his office, has warned that two sensitive “ ”, but a very important “, more precisely property and financial requirements, and arrangements for non-communal communities in Kosovo” will open today.

“Conversations are not always easy. So I am happy to see commitment and respect from both sides. I hope that they confirmed this together in the joint statement, where they are told they have EU integration as a top priority and the continuation of work in the EU facilitated dialogue”, Borrell said.

Borrell also said that “is natural for positions to be different, but that they have come here to find common things and work towards the comprehensive normalisation of their reports, facing all open issues”.

Borrell said that mutual financial and property requirements will be discussed at this meeting for non-communal communities and resolution.

The “both these topics are very sensitive and very important for future reports between Kosovo and Serbia, and for the daily lives of people”, Borrell has said.

Kosovo Prime Minister Avdullah Hoti, and Serbia's president, Aleksandar Vuciq, are pledging that they will give a higher priority to integration into the European Union and continued work in the dialogue on normalising relations, mediated by the EU.

They made that pledge to EU High Representative Josep Borrell, said in a communique issued by the EU.

“They also pledged they would double their efforts to ensure further alignment with the EU, in line with their respective due obligations”, the statement said.

Hoti and Vuciq are holding a new round of talks in Brussels today, mediated by Borrell and EU envoy for dialogue Miroslav Lajcak.

Last week, at the White House, Hoti and Vuciq have signed an agreement on economic normalisation, in the presence of President Donald Trump.

“In this regard, documents agreed to late in Washington, based on previous commitments to the dialogue parties, can make a useful contribution to reaching a comprehensive, legally binding agreement on normalisation of relations”, the statement issued by the EU says.

In Brussels, at today's trilateral meeting, as the EU sources, even the parties themselves in the dialogue, are expected to be reached on the three topics the experts have discussed at previous meetings.

They are: the question of the missing, the issue of the displaced and economic co-operation.

EU sources have earlier warned that at this meeting between Kosovo Prime Minister Hoti, and Serbia's president, Vuciq, topics and financial and property requirements between the parties will also be discussed, as well as issues related to non-partisan communities in Kosovo.

Hoti, even before this meeting in Brussels, has said that the only successful agreement sees what results with mutual recognition between Kosovo and Serbia.

These topics are discussed in Brussels on Saturday and Sunday, at the expert level.

After these meetings, Kosovo's co-ordinator for the dialogue, Skender Hyseni, has confirmed that there has been an approach to attitudes and that reconciliation may happen.

But, Hyseni has said that each topic could be part of a single final agreement, not an individual agreement.

The September 7th meeting in Brussels comes after 4th, Kosovo and Serbia reached the White House agreement on economic normalisation. The deal was signed in the presence of US President Donald Trump.

Mediators of the economic normalisation agreement were White House National Security Adviser Robert O'Brien and President Trump's envoy for Kosovo-Serbia Dialgoun Richard Green.

With this agreement, Kosovo has agreed that within a year it will not seek membership in international organisations, while Serbia on the other side has agreed that within a year it will stop the campaign to recognise Kosovo's independence.

Under the September 4th agreement, Kosovo will join “the mini-Schengen area”, which was established on 2019 and which already participates, Serbia, Albania and Northern Macedonia.

The deal also mentions Lake Weyman, which says the parties will work with the US Energy Department for a feasibility study, with the aim of joint use of the lake as a reliable supplier of water and energy.

At a media conference Friday, September 4th, after signing the White House agreement, Richard Green has declared that the 10th point of the agreement, which has been about mutual recognition between Kosovo and Serbia, “is on Monday's agenda in Europe”.

“So, Monday, that issue will be addressed in detail in Brussels. And so I felt sure that we could allow this and work with Europeans on this issue. And that's why it was removed from”, Yerenelli said.

Ahead of today's meeting in Brussels, Kosovo Prime Minister Avdullah Hoti, and Serbia's president, Aleksandar Vuciq, met with EU Special Representative for Dialogue Miroslav Lajcak, and US Special Envoy for Balkan Affairs Matthew Palmer.

These meetings, attended by two senior diplomats from the EU and the US State Department, are seen as evidence of a greater US engagement in the Brussels dialogue, but also as support for the EU's leading role, as facilitating dialogue on political terms, and in seeking a comprehensive agreement on normalisation of Kosovo-Serbia reports.
