Work within dialogue between Kosovo and Serbia is under way in Brussels, even though meetings planned for this week have not been held, said Peter Stano, EU spokesperson for foreign policy.

Stano has not given any accurate answers about the topic of creating the Association of Major Serb municipalities in Kosovo, which is said to have also become the cause for failing to hold meetings between Kosovo and Serbia, as Kosovo does not want to discuss this topic anymore, while Serbia insists that it be addressed with priority, broadcasts the rap.
Stano, a few days ago, has said that Kosovo has the obligation to create the Association of Serb majority municipalities, according to the 2013 and 2015 agreements, and that Pristina must come with proposals on how to implement this part of the agreements.
But, in the question of whether to establish association under Kosovo's laws and on the basis of the Kosovo Constitutional Court's decision, he gave no clear answers, saying that “around this there is nothing new to add to”.
Kosovo authorities have said that “everything will be under the Kosovo Constitution”, when they have indicated the creation of association.
Even the German government, through its spokesman, Stephen Seibert, has said this association should be established according to Kosovo laws. But in Serbia they are not interested in that.
During his recent stay in Brussels, Serbia's delegation chief for dialogue with Kosovo, Marko Djuric, has said that the so-called Kosovo Constitutional Court has been used to block the establishment of the Serb municipal community” and has added that “and Serbia has its Constitution”.
The formation of the Kosovo Serb majority municipalities' Association is envisioned with the 2013 Brussels Agreement reached in the Kosovo-Serbia dialogue.
In 2015 the two countries, under the European Union's mediation, have also reached an additional agreement to establish this association.
But the Constitutional Court of Kosovo has found that the principles for it are not in line with the Constitution of Kosovo, even though it has said they can be harmonised with a legal act of the Government of Kosovo.
Measures related to preventing the spread of corruption have prevented a meeting between Kosovo and Serbia co-ordinators in Brussels from taking place on Monday.
But even if it developed, it would not be discussed as soon as the EU's special envoy for dialogue, Miroslav Lajcak, <x0 parties are still not ready for this”.
The Kosovo side has not concealed that it opposes discussions on the subject.
