He says leaders of war crimes should be held accountable, but points to the fact that the Special is in favour of Serbs.
Professor of Conflict Management Practice in Washington says Serbia is reluctant to hold responsible commanders who committed crimes during the war in Kosovo.
Serer adds that the International Community should deal with this issue.
The former ministerial adviser at the US State Department says this issue should be introduced into a final agreement between Kosovo and Serbia.
The president of the KLA War Veterans Organisation, Hysni Gucati, will appear before the Special Court on 1 October.
