A total of 45 delegates selected from Kosovo and other Albanian trains participated. The congress was led by the Executive Committee, led by Musa Shehu, accompanied by Aslan Boletini, Shefqet Skopje, Qazim Blace, Tahir Zajmi, Peter Vucaj, Sheh Hasnai, Kemajl Balila, Hivzi Meraku, Luc Simoni, Haxhi Fahrija, and Sokol Dobroshi.

Chairman of the Executive Council, Musa Shehu, submitted the agenda to elect the heads of Congress made up of the chairman, two vice-presidents and a secretary.

By secret vote, Musa Shehu is elected chairman of the congress, Aif Blyta deputy chairman, Rexhep Krasniqi deputy chairman. While the secretary of Congress was appointed Bedri Djiaj.

The Assembly established the formation of Prizren's Second League, the national political organisation, which would be committed to uniting and protecting ethnic lands. The Assembly selected the State Committee of the League, made up of seven. The chairman of the League was elected Rexhep Mitrovica, a prominent activist of the national issue.

In the Second Assembly, on 17-21 January 1944, changes were made to the head of the League. Central Committee Chairman Bedri Pejan was elected after Rexhep Mitrovica was appointed prime minister of the government the Germans established in Tirana. The Assembly also adopted the League statute, which was decreed by the Nalta Council on March 14, 1944.

The link would also have its own body “Prizren's authorisation”, whose pages covered the idea of creating ethnic Albania and denounced the crimes committed by Serbs against Kosovo Albanians. Prizren's Second League was an organisation of nationalist Kosovo leaders, led by Bedri Peyan, encouraged in the period when Rexhep Mitrovica was prime minister.

Unlike the Nationalist Movement and several groupings from the ranks of nationalists who were engaged in war against Nazi invaders, the main nationalist forces were reluctant to do the same, to join them, since they thought a war led by communists would end with the restoration of Yugoslav power in the province.

The most vocal representatives of nationalist circles viewed the Italian conqueror and then the German one as the lesser evil in comparison with Serbian and Yugoslav rule, expected to be restored after their withdrawal.

For this very reason, after the surrender of Italy, they developed the idea of calling a national assembly, which had to lay the basis for creating a political organisation that would protect ethnic lands from the risk of retaking Kosovo by Yugoslav forces, following the German troops' departure.
