Weber predicts difficulties for Avdullah Hoti at September 2nd meeting

German expert and connoisseur of developments in the Western Balkans and the Kosovo-Serbia dialogue process Bodo Weber, in an interview for Gazeta Express has talked about the September 2nd meeting between Hoti and Vuciqi at the White House. Weber has said Alexander Vuciq will be able to sign any agreement he can [...]
Weber has said Alexander Vuciq will be able to sign any agreement that will be offered at the table, even to maintain good reports with the administration, and in the hope Trump wins the elections in November.
Until, for Prime Minister Hoti, he says he must think twice before signing. Weber says the exception in this case is only if there is an agreement that is only economic, which according to him, Hoti can tactfully sign to avoid a clash with Richard Greenell and the American president.
But, Weber says he is curious to see how Hoti will legitimise any partial agreements signed in Washington, whether it be economics, following major differences in Pristina after the summit in Brussels and after the demands of all political parties not to shift dialogue to technical level.
According to DPS member, Kosovo political parties have the right to insist, since return to the technical level will be a regrass for the process and the obstacle towards reaching a comprehensive agreement.
Meanwhile, it explains that when talking about signing and economic agreements, it means that a potential economic agreement should not affect Kosovo's sovereignty and citizenship.
“Vucciq will certainly sign any agreement proposed in Washington, even if it is only to keep good reports with the administration, in the hope Trump will win in the November elections. Kosovo is in a completely different position when it comes to what's left of the top Western ally under the direction of Trump”, he has said.
“Prime Minister Hoti and the ruling coalition must think twice about what they are willing to sign. If it's an economic deal, it could be a wise tactical act to sign it, just not to start confrontation with Green and Trump. Given that none of the agreements negotiated by Greenell have any practical meaning or none of them is mandatory, and it will not be implemented, except under a comprehensive future agreement. This is about the occasion when none of the economic agreements affect Kosovo's status as an independent and sovereign state. Therefore, I am curious to see how Hoti and his government will legitimise the signing of any partial agreements, even economic agreements, following the great controversy we recently saw after two meetings in Brussels and the insistence of all political parties in Kosovo, rightly, that negotiations should not be allowed to return to the technical level, because it is a step back below the negotiating level for a comprehensive” deal, Weber added.
Weber, however, sees the September 2nd meeting in Washington as an attempt to realise a photograph that will help Yerenelli advance his career and Trump to win the November elections.
“Meeting to help Trump introduce himself to American voters as a teleporter, based on the only guiding principle of his policy that any deal is a good”, the German expert has said.
Another member of The DPS has said that at the September 2nd meeting there could be a similar agreement like that between Israel and the United Arab Emirates, as there are substantial differences between the two problems and there is no chance that on September 2nd any agreement that could include recognition of Kosovo by Serbia.
Weber says the September 2nd meeting will focus fully on economic issues, since, according to him, Green has failed to reach a political agreement, and that it already requires an easier way to achieve a symbolic success.
Asked about the possibility of Trump being introduced within the September 2nd meeting and the obligation that the US president can make to the parties to sign an agreement, Weber says even Trump's political burden will not be enough to push any political deal forward.
“Sic said so far, the nature of the problem is currently different endings in the Balkans, and the time for a US-led political solution seems fortunately past”, Bodo Weber has concluded.
