VV motion to government Hoti is considered an impossible mission

The opposition party's initiative, the Vetevendosje Movement, for the establishment of a no-confidence motion against the prime minister-led government, Avdullah Hoti, is hard to implement, connoisseurs of political issues in Kosovo say.

According to them, without co-operation among political parties and without enough will from a majority of parliamentary political parties, this initiative is not expected to succeed.

Vetevendosje Movement Parliamentary Group chief Rexhep Selimi has said on Thursday in the Kosovo Assembly that the VV will begin collecting signatures for holding the session for voting on the prime minister-led motion of no-confidence, Avdullah Hoti.

He has called on all MPs to support this initiative, but has not indicated whether any party has already shown support for the motion.

Regarding this initiative, the VV said it has announced the other parliamentary parties, the opposition Democratic Party of Kosovo (PDK), and the ruling parties, the Alliance for the Future of Kosovo (AAK), the Social Democrat Initiative, and the parliamentary group 6 plus.

The VV thinks the current government is “unable to govern the country”; to manage pandemic; and that it lacks the plan for economic recovery.

Forty deputies' signatures are needed for holding the session to review the no-confidence motion. The VV has 31 deputies in its parliamentary group.

Political affairs acquaintance, Behemman Pazizi, at the University of Pristina at the same time, told Radio Free Europe that Vetevendosje Movement without a close co-operation with the PDK, cannot provide the numbers for the government's collapse.

“Perhaps the signatures necessary to vote on the motion issue for the collapse of the government can be collected, but there will then be multiple deals. Given that the Vetevendosje Movement is not interested in entering another ruling coalition, but going straight to the elections, this situation becomes a bit more difficult, because other political parties, first of all, The PDK, I don't believe that in this situation it is interested in going to the elections”, Pazizi said.

Otherwise, the government of Kosovo has recently had some fluctuations, due to disagreements that have arisen between partner coalition parties, the Democratic League of Kosovo, the Alliance for the Future of Kosovo and the Social Democrat Initiative.

Disagreements, primarily related to Kosovo's representation in political dialogue with Serbia and the appointment of Skender Hyseni, as Kosovo's state co-ordinator in the dialogue.

Parisi says the current government does not have a proper majority in the Kosovo Assembly. According to him, it has the minimum number of votes, but as he puts it, neither does the opposition have enough votes for the collapse of the government.

So I think that the Vetevendosje Movement has taken a poorly thought-out step, based solely on the current drives in the ruling coalition, due to some criticism from the AAK, allegedly on the question of dialogue, but I think the issues are a little bit more meskine. This is more about power sharing, seeing that we have the LDK which is quite fragile in power. Therefore, I don't see this as a proper action, and in due time from VV”, said the paçarizi.

On the other hand, Democratic Institute of Kosovo Director Ismet Kryeziu, commenting on recent political developments, thinks there is not much will by political subjects to support the no-confidence motion.

Now, our government's no-confidence initiatives have always ended with the collapse of the government. It means, in fact, such an act has never been undertaken by political subjects, without agreeing to other subjects, and without guarantee that they have sufficient numbers”, Kryeziu said.

The motions of no confidence in past governments -- at least two of them -- as it was with former Prime Minister Isa Mustafa and former Prime Minister Albin Kurti -- have been initiated by coalition partners themselves.

Analyst, Pasarizi says however The PDK could even vote the motion, but without the condition of going to the polls.

Maybe AAK can vote something like this, maybe the PDK can vote such a motion, but without the condition of going to the elections, instead, to become part of the government. And in that sense I think the biggest loser would be the AAK and most certainly even the Social Democrat Initiative”, Pacarizi said.

Subheader PDK, Enver Hoxhaj, told T7 television that the VV at its initiative “wanted to produce news”, because it has no signatures and has not communicated in advance with a political party. Hoxhaj this initiative is seen as not serious and as “the next frame”.

The PDK's “Deputates would consider the motion, only if the president of the country was appointed for mandate PDK, Kadri Veselin”, Hoxhaj said.

The prime minister, Avdullah Hoti, in an interview in the same media, said his government is doing its best to cope with the COVID-19 pandemic, and is focused on economic recovery.

“The government has never ousted the opposition”, Hoti has said, adding that the opposition has no votes for such a thing.

The Hoti government was voted by 61 votes of Kosovo Assembly deputies on 3 June.

We remember that the government led by the Vetevendosje Movement has collapsed on March 25th through a no-confidence motion filed by the Democratic League of Kosovo, the party with which the VV had established a coalition government. Among the reasons for the motion, the LDK had cited damage to Kosovo's ties with the United States and the dismissal of Agim Veliu from the Interior Minister's position.

According to the Kosovo Constitution, the no-confidence motion against a government could be filed with the proposal of a third of parliament's deputies.

The motion of no-confidence is put on parliament's agenda, not later than five days or less than two days from its pre-emptive date, the constitution text said.
