During pandemic time, the construction sector has had the tendency to start construction without permission, though they were banned over time..

He has made it known, the director of the Inspectorate in the Pristina municipality, Adonis Tahiri, while saying municipal inspectors have acted long enough for such objects to be interrupted.

He added that all citizens who do not possess construction permits will be destroyed during the next week.

On the other hand, Tahiri said they have preceded the pronunciation of fines for violators of the law.

“Also envisioned will be measures for lawbreakers. Punishments are in the construction law and we follow the legal procedures, pronounce the fines, put the tape on and go to the decision of debacle if there is disobedience to the side”, Tahiri added.

While architect Iron Red stressed that not coming to Kosovo has also influenced construction and investment to be smaller.

He also spoke of unplanned construction, adding that there are many roads that are done without planning.

According to him, this is due to non-co-ordination by the municipality and investors.

The largest link in our society is also construction. Part of this link are fellow countrymen who live on stones, because the moment they do not even come construction will be terminated in Kosovo as permission-free. Part of the dwellings when most of them are built are sold to our countrymen. There are many unplanned constructions, such as the roads that the municipality expands or investments in underground infrastructure that are done without planning. He added that the law on illegal construction from 2018 to 2020 has been significantly increased.

Among other things, Red said construction without permission from 2020 to 2022 will enter the pardon list.

The constructions are from the post-war period and so far. It is the law on illegal construction that deals with construction until 2018. From 2018 until 2020, we have two years during this time that there is a lot of construction without permission. By 2020-2022, they will enter the list of forgiveness that will not be punished. We have selective penalties. I think construction should be built without permission. There are about 450 thousand items without permission”, he added.

Red added that because of the small number of Communist inspectors, it is impossible to manage the sites where there are construction without permission.

There is not enough capacity to stop them. They try to stop construction without permission near the center. In small towns those countries are extremely unable to manage because of the small number of inspectors”, Red added.

Red said the pandemic has influenced the number of construction permits and without permission to be lower next year.
