Former Secretary-General at the Ministry of Health Naim Bardiqi during reporting to the Parliamentary Investigative Commission for management of COVID-19 has emerged in numbers about the number of donations coming from Serbia to Kosovo during the 2016 to 2019.

He has said that during this period, Kosovo has accepted over 70 donations of productive medical equipment, which were accepted once or twice within the month.

Commission Chairman Mimoza Kusari-Lila has asked former Secretary Bardiqi about accepting donations from Serbia in April this year.
“Should I know that in this process, how did the process of accession contact and testing proceedings from Serbia come about? Is this the first communication the Ministry of Health has had with the Republic of Serbia, either there have been products or other medical material in this government or in advance that the Ministry of Health is supplied by the Republic of Serbia?”, she said.

Bardiqi has said Kosovo has consistently accepted donations from Serbia and that these donations have been in most cases with equipment and medical products.

“Yes, there have been continued acceptance of donations from the Republic of Serbia. I remind you that I am the director of an act of appointment at the Department of Strategic Health Development in the United States since June 1, 2016, and by November 2017, the secretary general's duty. By August 22, 2018, I have been appointed secretary - general to this ministry. Since this time on The MSH has accepted donations from the Republic of Serbia. I could say maybe once or twice in a month... (What kind of donations has MS accepted in 2016, 2017, 2018 from the Republic of Serbia?) I've been told that donations have been accepted for years, but I haven't personally seen” documents, he said.

Kusari-Lila has requested clarification on whether the same application of tests has been under way, even when 1,000 tests have been accepted from Serbia, at the time of Health Minister Arben Vitita.

Bardiqi has stressed that it has often happened to be announced that donations are at the border and should have agreed.

“Since January 2016 until December 31, 2019, I have forgotten the total commercial value of these donations, we have 73 to 76 donations accepted by the Republic of Serbia... What happened to the admission of PCR tests, if I remember, April 16th, was Mr. Pavicheq as liaison officer in the Republic of Serbia in the Republic of Kosovo under the EU umbrella has called me and told me that RT tests The PCR is on its way and has asked me to organise as soon as possible, since we're dealing with thermolabilly and easily destroyed. There we had no opportunity to proceed with administrative issues concerning accepting these donations. Except in the form of police escorting, and I've clarified this in the letter in response to Federation Chairman Silas”, he added.

Bardiqi said that due to political and media pressure, he had asked the IKSEP not to use these tests until a future decision.

Former MSH Secretary-General during reporting as a witness to this investigative commission has been asked by Democratic Party of Kosovo member Bekim Haxhiu if there has been import permission for 1,000 tests from Serbia for COVID-19. Naim Bardiqi said he doesn't believe he had import permission. Asked whether this smuggling is, he said “does not know”.

I'm sorry, I can't remember whether it's smuggled or what it might be called, or illegal introduction, but... I'm not sure how concreteally sanctioned”, he said.
