The Kosovo government has recently launched a process of dialogue with Serbia. The dialogue appears to be continuing with the process interrupted by the timing of the Serbian majority Communist Association decision. Old holders bring the harmful results of old projects.
Kosovo does not have time for Lajcak's “process without prejudice”. For Kosovo, dialogue is the dialogue for mutual recognition. None of the five non-recognising countries within the EU has so far declared that they will recognise Kosovo if this is the result of dialogue. Lack of European unity is powerless to produce results. Thus, the process becomes a goal, whereas the desired result. The conclusion of the country's international subjectivity cannot be a hostage to the lack of unity within the EU. This is not an anti-European stance, but a call for unity through the democratisation of the European Union itself.
The Serbian Major Community Association perpetuates the problem by diverting its explanation. The association in Lajcak's Plan will apparently deepen beyond what was abolished by the Constitutional Court. Besides executive competencies, it remains to be seen the content of terms such as <x0authonomi, sectoral policy and ministerial power” that have recently circulated. Organizing life through differences has not led to integration. The Serbian list in Kosovo institutions is evidence of that.
“Action” is the good name for a regressive project. Apparently, its EU problems will reproduce here. Various development levels produce internal boundaries that are explained through cultural differences. What is sometimes called imperial racism, and somewhere postmodern, it sets no exceptions and boundaries based on the biology of race, but the diversity of differences according to culture. The EU will not respond to evidence of the economy of demand for tolerance. On the contrary, the EU must respond to its absence: democracy. Democracy is the inclusion and equality of citizens, regardless of differences, and not the project that starts and builds through differences and by differences.
