The PDK branch in Prizren expresses its deep concern over the campaign, which Mr. Mayor of Prizren has undertaken. Mytaher Haskuka, to the directors and deputy directors of several schools, to sever the working relationship in leadership positions, as well as to no competition from some other teachers, without criteria and according to the ruling party's political preferences, Vetevendosje!
Vetevendosje, which opposed the government's dismissal in a time of pandemic, is now acting equally towards schools, leaving directors on the eve of the start of the school year, and doing so selectively.
Haskuka, instead of inviting the principals for counseling, about the start of the new school year at this unclear time, and thanking them for the engagement during the pandemic, he's in rough shape, through envelopes sent through the city couriers, has informed them of the suspension of office.
From this it is clearly a political act, exposing Haksuka's promises for depoliticisation of education, while The document did not act under the Law for Pre-university Education, administrative instruction 15/19, in which the announcement of the contest three months before the contract or continued end of the contract, given the performance shown by school managers.
In addition, Haskuka has only announced from a distance the directorates for interruption of office, without offering them at the same time the concrete contract for the new job, which under the law referred to by him, has no obligation and has even given any date of how long this issue will be resolved.
Even greater paradox is Haskuka's reasoning that the directors have not been dismissed, but that they have expired contracts, while the question is why they have not all left in the package in 16 schools, but in a selective way only a few. Haska's standard double applied as usual?
Such actions show where Haskuka and Vetevendosje, who for two years of government, have changed three education directors, where the latter has not had the minimum knowledge about the field, but by acting on instructions from outside tutors.
Haskuka, who himself is a professor, as if he didn't get a lesson from last year when, in most cases, the first time after 20 years of fighting, he found Prizren without an education director, and this year, this is also happening with schools, since in most cases the appointed agents have no management connections, and this year is very specific because of the pandemic and form of how the learning process should be started.
These and many others show that the Prizren Education Directorate, from 2018, is facing the challenge of recruiting school managers, so most of them are also taskmakers.
Similar cases are the case at the “John Buzuku” high school, where the current director, a VV militant, illegally exercises the principal's duty for almost 2 years, while the law envisions 6 months at most. Furthermore, in April, even the deputy director's position has been appointed a taskkeeper, and with that one of the largest schools in Kosovo, works with two task guides, which has ever occurred. Only in medical school during VV's mandate have 4 been assigned The Director's UD.
Another specific and very sensitive case is that of language school “Remzi Ademiaj”, where already the former director, after completing his contract in January by President Haskuka, has been appointed UD of the school director until the competition is announced. In spite of that, with the new decision of the date: 13,08,2020, he has left this position, while instead, the UD is designated by another collective.
In this case, the question is what is the legal and moral logic of action, when the current director leaves the office of director who held him for four mandates at the same school to take him to another school to task officer?
Vetevendosje's move is the best evidence that this subject has no framework, therefore I do not announce contests, and that in this form by appointing militants without proper preparation, it aims to undo the process, continuing with a task officer.
The current situation is a pity, but Haskuka doesn't even know that, since he's a tourist in Prizren and apparently even in this case, such decisions are served by people recycled in certain parties, then convicted, but that for lack of quadrons, he's forced to hold on just to say he has someone.
Such actions show the greedy goals of Haskuka and Vetevendosje, aimed at power only and not the functioning of institutions by law, but, worse, when the Education Directorate directs a female, where five women have left schools, not just respecting Haskuka's promises of involvement of more women but not the quota for gender equality. For these, the former power had praise from the highest instance about selecting a considerable number of women.
Furthermore, it seems that the decisions are not of President Haskuka, but of his serviles and semen, who go to the Office of the Education Directorate after working hours, as if in dictatorial times to select obedient persons, such as the case of former director S.S., and even convicted by the Court of manipulation with employment competitions.
This indicates that by now, Haskuca and VV have not been able to elect a single director. Most of the competitions are in court and suspended.
On the other hand, deputy school directors left a week ago, and their posts remain in gaps without new appointments, while September 1st is on the verge.
The PDK in this case invites teachers to be careful and not to fall prey to the offers and attractions that Vetevendosje is making, at this time transition, to position in positions, through the discutatic form, without competitions and criteria.
