My idea of a broad-based government was partially misunderstood and even misused.

This is the fate of new ideas, when people will reason with their eyes closed on the cloud. As a result, it is one of those ideas that deserves constant clarification. So today I want to discuss a different argument, why that is the necessary solution.

My argument relates to Serbia's preparations to put us in the international arena in an inexorable diplomatic situation. Serbia claims it will offer a bold, permanent and peaceful solution to the Kosovo issue. For this reason, it is preparing a platform that will be dialogue and debated in Serbian society and institutions, as Serbian President Vuciq recently clarified in his authorial writing in Blic. The point, my argument is: yes, we, how are we preparing ourselves in the face of this Serbian action?

Do we have an attitude platform?

Who will be facing the Serbian president and the Serbian state? Just the president of Kosovo?

A party, a party government or a bloc, an individual or a political institution? Or someone who is an expression of all Kosovo political sensibilities?

But let us understand the Serbian stance, to decide what our best solution would be.

Serbian position

It is clear already that Serbia is ahead of a major step in terms of Kosovo. President Vucic has made this clear, and they are continuing to do it in a synchronized manner and other voices, even the president of the Academy of Sciences of Serbia! Vuciq calls for months-long domestic dialogue aimed at adopting a platform for a permanent solution to the Kosovo issue with talks, not war. Another academic said that «we no longer have children to dedicate another war for Kosovo. » How many authoritarian observers have observed it, this Serbian step implies major concessions.

1) Whether to remove Kosovo from the Preambula of Serbia's Constitution and describe Serbian state interests in Kosovo in a constitutional document.

2) Whether and the removal of veto for Kosovo's membership in international bodies, including the UN. Failure to replace «Kosovo directly, or knowing it. But that's a little important.

It is not a secret to say-Wuchic accepted it almost openly -- that the so-called Serbian insistence in a conflict of which you are not understood has created Serbia high international costs. Serbia has stalled membership in European Union; Serbia fights windmills to prevent the process of recognition of our state worldwide; Serbia fights in every international body to stop our membership, its image in the West is low generally, and that is a great cost.

Instead of this behaviour, Serbia is interested in the opposite: whether in international relations it shows constructive approach to Kosovo (the gravest burden of) it, the EU opens the doors to Serbia before Albania, Montenegro, Macedonia and Bosnia. International support for him will increase, financially, but not alone. And some marks were given in this direction. What is being proposed is not something being cooked today, but earlier.

This Serbian stance is the implantation of the international community in general and of Germany in particular. Opening chapter 35 in Serbia's negotiations with the European Union implies the final resolution of the Kosovo issue -- no trouble with neighbouring countries, and more specifically with Kosovo. That approach, in fact, has been injected by international documents that have already been voted or approved. Whether the resolution adopted by the General Assembly after the International Court of Justice ruling, whether the Brussels Agreement, forced «to remove the obstacles to each side at the expense of the other, for their international integration. » But Serbia took time, six years to get to where it wants to go today.

What would Serbia require in exchange for concessions? In exchange for these concessions, Serbia is completely determined to weaken Kosovo in any form. So he gives you something with one hand and wants to take it with another hand. Because it is known that Serbia has an interest in a weak Kosovo, for its weak government, for an economy dependent on it, for a political class dependent on it.

Serbia shifted dialogue to the presidential level (Vuchic became president by prime minister, controlling and the government) just to respond to this situation requiring strength at its helm. It is seeking dialogue in society and institutions to legitimise eventual concessions. What are we gonna do?

The silence, the failure of certain political forces to aspire to power in Kosovo in the face of this important development is meaningless.

Serbia now says it will define state interest in Kosovo. What limits of that definition? The Bazaar that she wants will be very high if we don't know how to respond. Under these conditions, the ball is on us. It's Serbia that has taken the initiative. This initiative will create great international support.

The point is how we will react not to lose international support:

Will we be wise and sufficiently united, so strong that as we acquire something, we do not lose even more?

I propose these steps.

1) Establishing a consensual Unity team for negotiations. Today, the conditions for Kosovo to establish a new negotiating team, which within the country discuss each of the topics that must be put on the table. This team of all political forces, the academic world, to determine the list of topics that should be discussed with Serbia.

2) This team will be assisted by high-profile international advisers, possibly Americans and major local powers. They should have influence on the administrations of the countries where they come from.

3) Proposed for negotiations a specific formula: gathering teams of experts on both sides to a certain location, and then closing up topics with the presence of high-level leaders. In terms when it comes to a big deal, it is estimated there is no longer any meaning for the negotiation process with Serbia to be resolved in so many years. The agreement will certainly not be called Peace Treaty, but will have to be approved by the parliaments of both sides.

4) have a special part of our platform for economic solutions: the Pension Trust, the Privatisation Fund, etc., in which Serbia will never have its own.

5) and under these conditions, can you tell me if such a historic process can be faced with a minority government or with a government where Serbs do the law? Therefore, it takes a broad-based government, which does not necessarily mean with all the parties inside. But with maximum consensus.

Since early 2007, when I talked about the importance of negotiations, I knew where it was going to be. A person who looks far away, where no others see him, may be called premature but visionary. I had the vision to understand how the process that started with our war, with our sacrifices and the support of the West would end. What happened to Kosovo with Serbia has unfortunately had bloody precedents in the world. I just said to see what happened everywhere on such occasions:

We could not become UN members without voting for all members of the Security Council. This could not happen without a normalisation process, the negotiation process like this one is now being proposed by Serbia: but in diplomacy there are not only two colors -- white and black -- how my proposals are always seen by someone in Kosovo. And in a process like this, we must be strong, knowing and visionary. To gain peace, what we cannot win with war -- membership in the UN and our life completely free and independent of Serbia -- at peace with all.
