The International Institute for Balkan Studies and the Near East (IFIMES) with headquarters in Ljubljana, in its next analysis about the Western Balkans, has highlighted the fact that after 18 months of interruption of dialogue between official Belgrade and Pristina, dialogue has resumed on 16 July 2020.

In this regard, it writes IFIMISIn addition to the resumption of dialogue, led by Serbian President Aleksandar Vuciq and Kosovo Prime Minister Avdullah Hoti, expert teams of participants in the dialogue who have already met several times have resumed operations.

But, as this institute points out, Kosovo President Hashim Thaci, who is being accused by the Special Court for War Crimes in Kosovo, is no longer participating in dialogue.

And as I estimate FIMIS, “The relations between official Belgrade and Pristina are very complex and cannot be seen through the ♫ black and white prism “, adding that the start of the dialogue has more than symbolic meaning”.

“Prime Minister Hoti is the new face at the negotiating table and represents Kosovo at a time when Kosovo President Hashim Thaci is facing indictment for war crimes, and the power crisis in Kosovo, which began during the COVID-19 pandemic, continues. The unequivocal power of participants in the renewed dialogue between Kosovo and Serbia is evident because in Kosovo, Prime Minister Hoti does not have the weight and political support to continue the dialogue”, the IFIMES further considers.

“There is a strong opposition in Kosovo's parliament, Vetevendosje Movement (LVV) and the Democratic Party of Kosovo (PDK), which believe that the current government has no legitimacy to develop a” dialogue.

According to the IFIMIS analysis, dialogue will not again be simple, because the focus will again be on the painful issue of missing persons, but also if it does not fulfill what has been agreed and signed in Brussels in April 2013, and this is the Association of Serbian Communities.

The dialogue between official Belgrade and Pristina cannot be seen through a black and white relationship, confirmed even with the words of Serbian President Aleksandar Vuciq, who has repeatedly said: We can talk about anything if it's a compromise. And for Albanians to take everything and Serbia gets nothing you'll never get my signature. You won't have my support for this. At this moment, I am the president of Serbia and you can find someone else who would like to accept it without any compromise, following only the ultimatum”, says in the analysis of the Institute I. FIMIS.
