Opposition parties have rejected Prime Minister Hoti's invitation to join the dialogue team.
In their office, a letter came from the head of government.
The Vetevendosje movement was invited by Prime Minister Avdullah Hoti to send a representative to the delegation travelling to Washington.
But the party that ruled with the country for four months is seeing these calls for unity as futile.
The leader of the other opposition party, Kadri Veseli, was invited by the chief executive, but he also rejected it.
But this call for unity is being described as delayed by international law expert Drilon Gashi.
Gashi says Kosovo should by no means miss Washington's meeting.
At this meeting between Kosovo and Serbia, it has been warned that economic issues will be discussed.
