Italy does not allow Albanian tours

The Italian Embassy in Albania has provided instructions for Albanians who want to travel to Italy and the conditions they must meet.
According to the announcement, travel between these two countries is only allowed for work, health or study reasons and not for tourism.
Guide: Albania's travel, Italy (and vice versa), is allowed only for definite reasons, such as employment, health or study, absolute urgency, return to residence or residence.
No tourism trips, then. Always allowed to return, to Italy from Albania, to Italian citizens/ The EU/Shengen and their family members, as well as citizens equipped with regular permission to stay with their family members. At the moment of his return to Italy, the citizen should be self-curanted as well as submit to health supervision, complete a plea in which to present the reason for allowing him to return to Italy and reach his final destination in Italy only by private means (Law transit to the airport without leaving the dedicated areas of the latter).
Several exceptions are envisioned from the obligation to quarantined, provided signs of COVID-19 do not appear, and that citizens have not remained or passed transit to Bulgaria, Kosovo, Montenegro, Serbia, Romania, Armenia, Bahrain, Bangladesh, Bosnia and Herzegovina, Brazil, Chile, Macedonia, northern Macedonia, Moldova, Oman, Panama, Peru, Dominican Republic in 14 days before the date of Italy's entry:
-whoever enters Italy for a period of no longer than 120 hours for proven work needs, health reasons or absolute urgency, with the obligation, at the end of this deadline, to leave Italian territory immediately, or, on the contrary, to obtain self-curanted and subject to health oversight;
-whosoever passes transit, by private means, Italian territory for no longer than 36 hours, under obligation, at the end of this deadline, to leave Italian territory immediately or, on the contrary, to frame himself and be subjected to health supervision;
citizens and regular residents in San Marino and Vatican State, in the EU STATES apart from Croatia, Greece, Malta, Spain, Romania and Bulgaria), in the countries that belong in theSorgenGEN space, in the United Kingdom and Northern Ireland, Andora, the Principate of Monaco, Australia, Canada, Georgia, Japan, New Zealand, Rwanda, the Republic of Korea, Thailand, Uruguay, which enter Italy for proven work;
Health personnel who enter Italy to exercise their profession, including the temporary exercise of the profession envisioned by Article 13 of Law No. 18, March 17, 2020;
-the cross-border employee on the entrance and on the way out of Italian territory for proven work and returning to their residence, residence or residence;
--person of societies and subjects with legal or secondary headquarters in Italy that travel outside Italy for proven work reasons for no longer than 120 hours;
Officials and agents, however designated, of the European Union or international organisations, diplomats, administrative and technical staff of diplomatic missions, officials and consular officials, military personnel in carrying out their duties;
Students and students who attend studies in a different states from the one in which they live or have the habitat in which they return every day or at least once a week. Students who should be tested for admission into university or language courses can enter Italy by presenting themselves with self - esteem as well as a document proving participation in the test. Of course, entry into Italy should take place near the test date, and staying on Italian territory cannot be extended beyond the necessary time.
They are not obliged to self-curantinate and submit to health supervision, also: transport vehicles crews, travel personnel, citizens who enter Italy for work reasons arranged by special security protocols approved by competent health authorities.
It also remains obligation on these occasions to fulfill the special declaration, without obligation to quarantine and not use public means.
It is estimated that it is exclusive competence of the competent Italian border police authorities to verify the real fulfillment of conditions like above.

Incoming citizens from Albania, if they are not part of the envisioned disfellowshipped cases, must be quarantined, even though they may have carried out the buffer against the payment.
