Authorities will increase controls to ensure that quarantine periods are fully respected and impose penalties if not respected, according to an agreed text between Angela Merkel's government and 16 German regions.
Although the spread of the virus is now evidently weaker than at the peak reached in March and April, authorities point to the fact that the number of infections has begun to rise again in recent weeks.
The country records some 1,500 new cases of infection daily, the highest number since late April. The record was in early April when there were 6,000 new infections in one day.
The collective accommodation, events, celebrations and holiday-related movements are particularly vulnerable to the spread of the virus, the text says, adding that increased infection in summer months should be taken especially seriously.
Germany expects a further increase in the spread of infection during the winter months.
Fines of at least 50 euros will be introduced to avoid wearing a mask in places where it is mandatory.
Germany will also ban audiences at stadiums, cultural sites, festivals or fairs by the end of the year, the text says.
This is a heavy blow to football clubs in the country, which hoped they could partially turn fans into stadiums with the start of the new season.
Exceptions will be allowed in regions where the infection level is low for at least a week, and if participants make sure they come exclusively from that region or neighbouring regions, where the spread of the virus is also being suppressed.
The government and regions also urge citizens to keep less of the number of people they are in contact with, limit private gatherings in 25 people, respect a minimum distance of 1.5m and select natural meetings.

So far, 237,936 cases of choreography have been reported in Germany, with 1,507 new cases in the previous 24 hours and 9,285 deaths, according to the Robert Koch Institute.
