At the electronic meeting, the next 23rd meeting of the Government of the Republic of Kosovo, under the direction of Prime Minister Avdullah Hoti, the Economic Reservation Implementation Plan has been adopted.

The plan approved for implementation of the Economic Recovery Programme amounts to 365m euros.

Measures and amounts as follows:

MASA 1H Equipment of access to private companies to finance investment projects and continue operating, worth a hundred million euros (10,000,000), with activities as follows;

MASA 1A increased new loan coverage through the Kosovar Credit Guarantee Fund, worth sixty million euros ($660,000,000).

MASA 1B ) Covering the costs of the Kosovar Fund's fee for Cremday Guarantee, worth five million euros (5,000.00 euros);

MASA 1C reprogramming existing bank loans, where the cost of re-programming is received by Government, worth thirty million euros (3,000,000,000; and

MASA 1D Subjection of interest rates for specific sectors based on a strategic plan prepared by relevan players, worth five million euros (5,000.00.0.).

MASA 2 ▪ Easeing the tax burden of businesses to improve their short-term liquidity, worth fifteen million euros ($15,000,000).

MASA 2A pressing taxes based on business needs;

MASA 2B The coverage of five percent (5%) of the pension contributions the business pays for workers, worth five million euros (5,000,000, $);

MASA 2C tax breaks for firms for specific sectors based on a strategic plan prepared by relevan players;

MASA 2D license for business tax payment;

MASA 2E Freedom of businesses from tax penalties for delay in paying taxes due to pandemic based on clear and transparent criteria;

MASA 2F offering the opportunity to reprogram previous tax debts, including discounts for immediate debt payment; and

MASA 2G Subvention of 50 percent (50%) of business rental expenses, worth ten million euros ($1,000,000.00).

MASA 3 ▪ Employment growth, in particular the specific groups of workers most likely for employment worth sixty-seven million and seven million and three hundred thousand euros (67,300,000.0).

MASA 3A Subveciation of Pay for Workers in Business Touched for March and April (170 Euro), worth forty-seven million and three hundred thousand euros (47,300,000.000;$);

MASA 3B ) Subjecting wages to new workers who get businesses on the job based on a plan that identifies the sectors and category of the most needy workers, worth five million euros (5,000.00.0.);

MASA 3C Professional support for business operating in pandemic conditions, such as home work, online work, digital transformation, etc., worth three million euros ($3,000.000).

MASA 3D support for manufacturing businesses and maids with equipment and machinery for automation processes, worth ten million euros ($1,000,000); and

MASA 3E Business support aimed at increasing their productivity, worth two million euros (2,000,000.00).

MASA 4 ʹgrowing local agricultural production, increasing rural employment, reducing imports of agricultural products, overcoming the challenges of lack of sales caused by COVID-19 and increasing food security of twenty-six million euros ($26,000,000,000).

MASA 4A Double of the budget for the Direct Payment Programme by 2020 alone, worth twenty-four million euros (4,000,000; and

MASA 4B Subvention of credit interest rates in agriculture, worth two million euros ($22,000.00).

MASA 5 ) Aggregate demand simulation, which promotes production and employment with multi-progressive effects on the economy, worth fifteen million euros ($15,000.000).

MASA 5A Allowing 10% of the saved means on the Pension Trust for Contributors, based on their needs, which could be used for a four-month period; and

MASA 5B Support for the extension of the period for housing purchase and housing based on income criteria, worth fifteen million euros ($15,000,000).

MASA 6 support of public companies' operating and capital investments, in particular those that are of strategic nature, to cope with the reduction of revenues from the bank and capital investments needed to undertake seventeenm euros worth $19,000.000;

MASA 6A Awareness of the minimum operating costs of public enterprises, worth fourteen million euros, $14,000.00;

MASA 6B A review of the dynamic capital investment plan of public enterprises and the assessment of investments needed to ensure the sustainability of public enterprises; and

MASA 6C supporting public enterprises' investments through subsidies from the budget, lending from the budget and issuing sovereign guarantees for loans that public companies receive in financial institutions, worth three million euros (3,000,000).

MASA 7 financial support for youth employment, support of civil society organisations, other informal groups, stimulating cultural, artistic, sports and re-vitration activities, worth five million euros (5,000.00.0).

MASA 8 Support for existing and new programmes related to regional development through the Regional Development Ministry, which impact balanced regional development worth two million euros ($22,000.000).

MASA 9 support communities not majority in the Republic of Kosovo, for projects and initiatives aimed at improving their life and economic revival, worth two million euros (2,000,000.00).

MASA 10 financial support for projects and initiatives aimed at improving the position of women in society and the economy, worth two million euros (22,000.00).

MASA 11 support of the education sector to enable the successful start and prosperity of learning during the 2020/2021 school year, worth ten million euros (1,000,000).

MASA 12 support for Kosovo municipalities in managing the situation created by the pandemic COVID-19, worth ten million euros (1,000,000);

MASA 13 financial support for fellow countrymen by covering the cost of taking out security police, worth three million euros (34,000.00;

MASA 14 ) Financing (remising budget lines) for implementing measures of decision No. 0119 of the Government of the Republic of Kosovo, worth seventy-one million and seven hundred thousand euros (7,700,000;000; and

MASA 15 OWID-19, worth $19,000.000 (U.S.)

Tools according to point 1 of this decision, except for Massa 3A according to point 1.3.1, as well as Massa 13, according to 1.13, share with the Government of the Republic of Kosovo government's special decision, based on the proposals and plans of the ministries of the line, according to the Government of the Republic of Kosovo priorities, the availability of resources and resources of financing, within the framework of the Economic Recovery Programme, according to Article 24A of Law No. 07/L-014 for changing and completing Law No. 07/ L-001 on the Business Divisions for the Kosovo Republic Budget for 2020.

Apology of separate means according to point 2 of this decision is gradually made by the ministries of the line in charge of implementing the Economic Resurrefaction Programme, in line with the flow of money and the dynamics of implementing the set measures in the Economic Resilience Programme.

All means for implementing the Economic Renewment Programme that connects with subvention of interest rates or bank tariffs to the credit institutions licensed by the CEC will be divided into the Kosovo Treasury (MF), with a definite purpose, on behalf of and on behalf of relevant ministerial measures of the Economic Resemination Programme, in which such activity is provided.

In order to implement this decision, all ministries responsible for implementing the measures under the Addition of this decision are obliged to prepare the plans, guidelines and sectoral criteria for implementing measures, which require budgetary division by point 2 of this decision.

The commitment of the vehicles, respectively, to the commitment to implement the measures of this decision is made only after the budgetary means are shared and accommodated in relevant programmes at the ministries of the line under the decision's 2nd and 3th.

Tools to be divided into the implementation of this decision are used exclusively for implementation of specific measures in the Economic Resiliency Programme.

If the amount of tools approved for implementing measures according to point 2 of this decision results in excesses, the means are re-assigned with the Government's decision to finance other measures within the Economic Regeneration Programme.

All ministries responsible for implementing the Economic Recovery Programme for implementation of this decision are under obligation.

The Ministry of Finance is committed after accepting the requirements by the ministries responsible for implementing the Economic Recovery Programme, to proceed to the Government of the Republic of Kosovo proposal for the decision to share budgetary means, in accordance with the 2nd point of this decision.
