With current government, there is no chance to reach any vital agreement between Kosovo and Serbia

According to them, the Government of Kosovo has often shown its fragility concretely and has failed to pass to the Kosovo Parliament, nor the laws for which the votes of the simple majority or 61 deputies of 120 are needed. This fragility of government has been observed, as they say, with sluggish efforts to make big decisions, whether to cope with the pandemic of the coronary or economic reform. But, according to them, the country's current government is seen especially in the international plan and talks with Serbia.

Dialogue clashes, within the government

Analyst Eugen Cakoli from the Kosovo Democratic Institute tells Radio Free Europe, that as a result of political clashes, the government has significantly unsealed, especially in the dialogue process with Serbia.

“The ruling coalition partners (Democratic League of Kosovo, Alliance for the Future of Kosovo and Social Democrat Initiative) have often clashed over the issue of dialogue, respectively, for its format, leadership, up to who should mediate this process, therefore, we should proceed with a process led by Washington or with one led by Brussels. This has caused the government to be weak in exercising its competencies, since, except it has not been able to ensure the internal consensus, so neither within the coalition (government) itself, it has managed to find the necessary political consensus in the middle of the political spectrum, so that for a eventual agreement that can be reached between the parties, to provide the necessary votes (reunification in the assembly)<1>, Cacolchi stressed.

On July 16th after 20 months of interruption, dialogue between Kosovo and Serbia resumed in Brussels. Kosovo Prime Minister Avdullah Hoti and Serbia's president, Aleksandar Vuciq, were told that they discussed the issue of the missing, displaced and economic issues.

Meanwhile, on 14 August, White House envoy for Kosovo-Serbia dialogue Richard Green said the parties will meet in Washington. September 2nd. After this announcement, Hoti and Vuciq confirmed participation in this meeting.

Analyst Artan Muhhaxhiri, speaking of Radio Free Europe, says the country's current government is standing still and preserving a negative éstatu quoú, despite the power of the ruling coalition parties in the assembly is minimal to pass major decisions. According to him, the current government's inability is also aware of the partner countries and allies of Kosovo, and this has reflected also in the performance of the Kosovo-Serbia dialogue.

So it has become clear that this government can only be a kind of formal representative in those talks, but there is no minimum possibility of making any vital decision for Kosovo's future. All the indicators are that even the international community is aware of the real power of this government and will not insist, in concrete terms, that there be some big deal, because it is clear that this government will not be able to implement it in concrete terms”, Muhramir stressed.

He added that Kosovo allies are maintaining a kind of inertation of dialogue, as he said, “s for the eye of page”, but not now have any effective agreements.

Muhariri: Serbia doesn't meet a poor Kosovo government

Analyst Cakoli says that the current government, due to its fragility, could have the same fate as some of the fragile past governments. According to him, the inability to reach a necessary consensus for the adoption of international agreements, especially those who have come out of the Kosovo dialogue, Serbia has characterised the country's political scene in the past ten years, whenever there have been fragile governments. Such situations, he says, have caused political clashes among various political actors, which have led to the decline of fragile governments.

Because, at least, the last three governments, directly or indirectly, have fallen as a result of dialogue, I believe that the current government also faces the risk of breaking it down, respectively, because of disagreements that may arise, especially on the matter of leadership of this process, which by Prime Minister (Avdullah), Hoti is entrusted with a technical person, as it is. Skender Hyseni, which for his appointment is said to have no necessary reconciliation either within the ruling coalition” itself, Calcoli said.

Analyst Mujajiri estimates that, on the other hand, the power of Serbia's president, Aleksandar Vuciq, it is very large in Serbian politics and in contrast with the Kosovo government led by Prime Minister Avdullah Hoti, he wants to be imposed as a decision-making factor and as a political personality that can easily bring international agendas forward.

Protagonist's Uneven Power in Dialogue

In a paradoxically, neither does Serbia agree with a weak Government of Kosovo, because after all, the question is making decisions. Both Kosovo and Serbia need governments, which can make decisions so that dialogue can have meaning, and that means moving towards European integration as well as for Kosovo and Serbia”, Muhramir praised.

Contacters of political developments estimated that the potential for reshaping or reconfiguration of the current government is small. However, according to them, reaching a final peaceful agreement between Kosovo and Serbia, for a short deadline, seems totally unlikely.

Dialogue between Kosovo and Serbia, with the European Union's mediation launched in 2011. But, this process was interrupted at the end of 2018, after authorities in Pristina imposed a tax on Serbia's imports. The tax was later replaced with reciprocity. But, the government of Prime Minister Avdullah Hoti lifted reciprocity measures, saying lifting this move is giving the chance to restart the dialogue process.
