Dialogue between Kosovo and Serbia has highlighted differences between the partners of the ruling Democratic League of Kosovo (LDK) and the Alliance for the Future of Kosovo (AAK).
AAK chairman, former Prime Minister Ramush Haradinaj, had criticised government chief Avdullah Hoti for not including Justice Minister Selim Selim Selimi from the AAK ranks in dialogue with Serbia.
Disarray within the ruling coalition has also had to be appointed to the post of state co-ordinator for dialogue with Serbia by Prime Minister Avdullah Hoti.
Recently, the Minister of Foreign Affairs and Diaspore, Melza Haradinaj-Stubla, who comes from the AAK, took a different stance from Minister of Internal Affairs Agim Veliu from the LDK about “the synchronization” between the KFOR mission and the Serbian Armed Forces. While Veliu said it was announced that this was a “hronized synchronizcox3>, Haradinaj- Stublla said it was “joint patrol” between Serbian forces and KFOR, which, according to her, no one can grant authorization.
These disagreements have sparked numerous reactions if this coalition is stable and this government can function even further.
Haziri: Only confirmation of Thaci and Wessel can change political situation
LDK Deputy Chairman Lutfi Haziri says Prime Minister Avdullah Hoti's veto of corruption infection has created emptiness in normal government functioning.
But according to him, only confirmation of the charges by the Specialised Chambers in The Hague towards Kosovo President Hashim Thaci and the chairman of the Democratic Party of Kosovo, Kadri Veselini, could change the political situation in Kosovo.
Haziri, who is also chairman of the Gjilan municipality, tells Radio Free Europe that without a decision by the prosecutor's claims, there can be no change in government. He also does not see any development that could involve any third party in the government.
“Even parties governing even those in the opposition are feeling good with their political status they have, while confirming the prosecutor's alleged indictment by the Special Chambers Judge can change the situation and shake the political stability in Kosovo even fragile”, Haziri says.
Reshim: Dialogue, the Only Concern
AAK MP Albena Resiti tells Radio Free Europe that the very question of dialogue is the only concern of former Prime Minister Ramush Haradinaj.
“Considering that leader Haradinaj in the period he was prime minister has worked extremely hard that this dialogue Kosovo-Serbia not to be represented further as a technical dialogue, its result known to be successful. But his insistence has been on both that time period and with the tax setting, so that this dialogue can take political access and have a decision once and for all, the problem between our two states”, Resitij says.
But, political analyst Artan Mujaziri tells Radio Free Europe that Hoti Government has had problems from the beginning.
The original Hoti government has been unstable, for itself the way it was formed and problems within the ruling coalition. This instability is following further. In fact, there are many reasons for this situation, so from the way it was formed, then the COVIID-19 pandemic and many other problems, such as the question of dialogue”, Muhramir says.
Recently, the largest opposition party in Kosovo, the Vetevendosje Movement, which was in power before the LDK and AAK came together to form the government, launched an initiative to file a no-confidence motion against the prime minister-led government, Avdullah Hoti.
The Vetevendosje movement had invited other parliamentary parties, the opposition Democratic Party of Kosovo (PDK), and the ruling parties, the Alliance for the Future of Kosovo (AAK), the Social Democrat Initiative, as well as the Parliamentary Group 6 plus, to join this initiative.
Free Europe Radio has tried on Monday to take a stand by this party on what happened to this initiative, but from this party they have not given any answers.
The deputy head of the Democratic Party of Kosovo, Enver Hoxhaj, had declared that this initiative is inconsistent and that the VV has no signatures and has not communicated in advance with any political party.
Otherwise, on June 24th, the Specialised Prosecutor's Office has announced that on April 24th it has filed an indictment of war crimes and crimes against humanity against President Thaci, PDK Chairman Kadri Veselini, and some others whose names have not been made public. The primary procedure judge has the maximum of six months, from April, to confirm or reject the indictment.
Thaci earlier stated he would resign from the presidential post if the indictment against him is confirmed.
In the event of resignation, the task of the president of the Republic of Kosovo becomes the chairman of the Parliament, in this case Vjosa Osmani for a period of up to six months. Otherwise, the Kosovo Democratic League General Council on 20 June has dismissed Vjosa Osmani from leading party positions.
The president's position, however, is something that the two coalition partners have not agreed on who will be elected president after the end of President Thaci's term in 2021. Kosovo's president is elected with deputies' votes in the Kosovo Assembly.
