The War Veterans' Organisation has been proceeding on Friday for the official request to amend the Special Law.
The basis of this OVL-KLA request is for the Special to deal with the crimes committed by Serbian forces during the recent war in Kosovo.
And in the opinion, there is a debate about whether it is legally possible to change or complete this law.
On this issue, former Kosovo Constitutional Court member Kadri Kryeziu stated that this law is a separate law, which is on Kosovo laws and is in the Constitution of Kosovo.
On the other hand, he added that “the means of approval of this law in Parliament is “sui geners”, because it is specifically approved because it is the derivative of an international agreement, in co-operation with Kosovo institutions”, Kryeziu said.
For this reason, even the process of change, or the procedure of administration is very special because it carries the constitutional element. Presequently, it has had to be changed or legatised by the Constitution of Kosovo with Article 162 and then passed by the special law, as we call it, for Specialised Chambers and Specialised Prosecutors.
