Yasar, through a reaction to his official profile, has accused the PDK's branch of slander until it has also plotted criticism of Sami Lushtak's rule.

PDK branch defamation response in Skenderaj
Through this communiqué the Chairman's Cabinet, Bekim Jashari, rejects all PDK slanders, the Skenderaj branch and once presents the reality of the Skywright municipality leadership.
The chairman's cabinet, Bekim Jashar, explains the public opinion that all statements by Chairman Jashar, presented at the 2021 budget hearing held on the date 26.08.2020), are true and argued with concrete documents, among them issued in the name of the former mayor of the Skywright municipality, in which the document is confirmed that from 2015 there are unpaid debts (the document attached).
According to Public Finance Management Law, No. 03L-048, Article 39, the budget organisation is responsible for paying every bill agreed to pay in 30 days, and by the time Mayor Jashar's government began was over 1m euros of accepted and unpaid bills, and many others that were sent to private finishers by economic operators.
Most of the obligations from the former government were in debt for projects that had been completed and had not been paid in time within the year of spending and when it had to be paid under the Law on Public Finance Management.
When we're in the Income for 2018-2019 as the new government, we've had increases in all income categories, except for revenues from concession, as one-time introduction to municipal property.

To distinguish between the rule of former Mayor Lushtaku and the good governance of Mayor Jashari, the fact that at the time of Mayor Lushtaku, with the municipality budget, onekm of water pipeline has cost about 30 thousand euros, while at the time of Chairman Jashar's government, thanks to the sincere and transparent collaboration of donors, with financing of the Swiss Government in the 10-cm water pipeline project has cost 10 thousand euros, so 3 times cheaper. This shows how much former Mayor Lushtaku saved him public money.
So former government Lushtaku had not been able to make a village of drinking water for eight years, while with Mayor Jashari within three years, 14 villages have been watered.
Also until next year, this number reaches 24 villages, as thanks to co-operation with international donors this year, the water pipeline project in 10 other villages has begun: Lausa, Rezalla, Astreva, Downtown Obria, Licocin, Tica, Makermal, Puluzina, monk and Marina.
When we are in building the nest as a project for which the PDK, the Skenderaj branch, claims there are delays in realisation, this project is a donation from the European Commission, under the EC project for 9 municipalities, where our municipality is the first municipality that has completed all necessary documents required for the start of the project, while other steps depend on the EC.
To argue that the former Lushtaku government, nests and well-being of children is the fact that the former government, the only nest in our municipality, the “Mother Zahidie”, for narrow group interests had taken over the yard and space of children to develop their activities, the space which the legal person who was given parcels from the former government, put into mortgages for 12 years, that is, until 2030.
When we are in property, government Jashar has released many public properties, usurped and exploited by individuals close to the former power and will not be stopped until all confiscated properties are returned.
To create more daily stays for the children of our city's 2nd neighbourhood, this year is starting to build a different nest, co-finance between the Skyeraj municipality and the Regional Development Ministry, and so Mayor Jashar's governance has priority to make 3 nests in our town, unlike the former government intended to alter the existing one.
PDK charges, the Skenderaj branch, about the school budget, whether the municipality centralised the school budget, are slander and do not coincide with reality, because schools participate in budget planning and spending.
In terms of claims that government Jashari failed to deliver payments for jubilee and monitoring salaries, although budgeted, the reality is different. The budget of 2018, approved by the former government in 2017, had not planned a budget for jubilee and accompanying salaries.
In spite of that, from savings in goods and services, as well as after Mayor Jashar's decision to cut the wages for municipal officials, the current government has managed to save over 100,000 euros from the salary category, which have been used to pay Jübilary and lead salaries for education workers during 2019.
Government Jashari has paid for Jubilary and accompanying salaries, even debts for which the former government has shown no interest, but now, in the Jashar government, all obligations derived from collective contracts are being paid.
In terms of the level of transparency and municipal performance, our municipality for 2018 (the first year of Jashari government) has won the performance grant (grant of MAPL and DEMOS) of 207 thousand euros, as one of the best municipalities.
Measurement of municipal performance for 2019 has not yet been performed, and in 2020, 2021. So performance assessment is done every time for the previous year.
Also for the first time in government, contracts as a favour to Kosovo's few municipalities are made public, and for the first time, President Jashar has kept budgetary hearings in any local community with massive citizens' participation.
Public meetings are also held under the law, and civic participation has increased at these meetings.
In terms of PDK claims, the Skenderaj branch regarding the auditing report, Mayor Jashari's government stands much better than the former governance and that most of the found are problems from not proper management of assets, obligations and the wrong drafting of contracts from the former government.
The difference between the former Lushtaku government and the current government of Mayor Jashari is enormous and citizens of our municipality are convinced.
With the beginning of Chairman Jashar's leadership, a new period has begun -- a hope for citizens of our municipality who were badly tired of governing, not nepotism and corruption.
Former Mayor Lushtaku's former municipal governance had been badly characterised with public money management and budgets dedicated to capital projects, contract irregularities and tender assessment, with manipulations in the acquisition and exchange of property etc.
With the rule of Mayor Jashari, for the first time in our municipality, water and sewer projects have been launched in many villages.
Though 19 years had passed since our country's liberation, it was completely forgotten for those who brought us our freedom (the slaves in the cemetery in Pollac, who, in the leadership of Mayor Jashar, were re-entered at the Memorial complex- KLA, Maria.
Also, after 19 years citizens of the Skoled municipality began freely expressing their free opinion, criticism, sorrows, suggestions and being treated as free citizens of our state.

Mayor Jashar's government remains committed to the realisation of development projects, to enable better lives for all, each time being honest, open and transparent.
