The State Assistance Commission (KNSH), today, has approved the proposal for the Regional Map for State Assistance to RKS for the period 2021-2026.
According to the KNSH, this requirement stems from the signing of the EU-Kosovo Stabilisation Agreement.
“In the regional map proposal, KNSH proposes that Kosovo further, during the 2021-2026 period, be treated as the sole Rajon A, respectively, as an economy that has BPV per capita less than 75% of the EU average at a statistical level. The State Assistance Commission (KNSH), at the next meeting held on Friday (28.08.20), approved the proposal for the Regional Map for State Assistance to the RKS for the period 2021-2026, stemming from the signing of the EU-Kosovo Stabilisation and Association Agreement.
According to the SAA, Kosovo as a whole, at the moment considered to be a region A, was in the terminology of regional state aid map and based on Article 107 (3) (a) of the Treaty for functioning of the European Union (TFBE), implies a seriously underdeveloped economy, until at least April 2021. As a result, Kosovo is allowed to use the maximum limits of state aid for the purposes of adopting state assistance for regional development and several other categories of state horizontal aid.
In the regional map proposal, KNSH proposes that Kosovo further, during the period 2021-2026 respectively, be treated as the sole Rajon A economy that has BPV per head of the EU average at a statistical level, respectively. As Kosovo's regional map proposal for the period 2021-26 is approved by the European Commission, this map will be public in the official newspaper of the Republic of Kosovo.
Approval of this document is a step forward with Kosovo's approach to the European Union, thus meeting the criteria set with the SAA, and a clear signal of our orientation to respect our country's international obligations.
The KNSH, at Friday's meeting, has also analysed the “Massa temporary discounting of the land-limited treatment services of 30% by March 2021 in the context of COVID-19”, announced by the Ministry of Finance / Central Department of Public Partnership Private.
After analyzing all KNSH facts, it has found that the measure announced by the MFT/ DQPPP, titled “Exclusion of the provisional delivery tariffs of limited land treatment services of 30% by March 2021 in the context of COVID-19” for all aircraft operating and aiming to operate in ANP, NUK THE SURVIVAL HELP in the sense of Article 3 paragraph 1.1 of Law No. 05 / L-100 and is not subject to the general principle of prohibition.
As described in official documents, the discount will apply to all aircraft operating in ANP “Adem Jashari”. The proposed discount is uniform (so un discriminated) and in favour of airlines and travellers. The number of active air companies in ANP during the first 7 months of 2020 has ranged from 16 to 3 avio-company (May 2020), while 2019 has closed with over 2 billion passengers.

The KNSH invites all state-run aid providers and measures related to economic recovery as a result of COVIED-19, to announce them to the State Assistance Law.
