Analysts for the Brussels meeting: Great Public Formity

The resumption of the dialogue process between Kosovo and Serbia in Brussels, which in the first meetings between the two countries' delegations, has shown that it has brought nothing new to the approach of the parties in dialogue and, for more, this process is degrading, assessing the connoisseurs of political developments in Kosovo.

According to them, at the current stage of talks in Brussels, there is no potential to bring about any important agreements, advancing positions and dialogue in general.

After the meeting, on August 27th, between Kosovo delegations and Serbia in Brussels, Kosovo's state co-ordinator for dialogue with Serbia, Skender Hyseni, has stressed that the Serbian side has shown unconstructive in the talks and that “is doing everything to move the whole process to technical level”.

He has added he has insisted that there can be no other agreement except that it includes mutual recognition.

But, the head of the Serbian delegation in the talks, Marko Djurovic, described the talks as technical and said Kosovo “pa is spreading dezinforms when it says recognition talks are under way”.

Dialogue, one “Major public background”

Politologist Ramush Tahiri tells Radio Free Europe that both sides -- Kosovo and Serbia -- go to Brussels with specific but otherwise goals. According to him, Serbia goes to talks in Brussels to make technical agreements, which should then be implemented, while talks in Washington are another nature.

Kosovo, (in Brussels), seems either out of ignorance or is obliged to make these agreements without conditional on mutual recognition. Now, it seems that the Kosovo delegation will either finally release or return to its departure position. On the other hand, the United States is aimed at talks on normalisation and recognition, but also by providing economic assistance to these three segments of agreements through Ambassador (Richard) Greenlell and a kind of opportunity to be mutually recognised”, Tahiri said.

Analyst Artan Mujardiri, speaking of Radio Free Europe, estimates that the resumed dialogue in Brussels is “some kind of acting and farse”, which is serving opinions in Kosovo and Serbia.

For now, according to him, it is evident that there is no important element guaranteeing a success at the current stage of dialogue in Brussels.

Unfortunately, there is actually a major public formalism going on, which is turning into some kind of acting between the sides, because there's actually no chance of moving forward. There are no arguments, no foundations on which a dialogue success would be built. It is clear that the only way to achieve success is to include the United States of America and that the Kosovo side will have support in its assembly regarding decisions to be made”, Muhrami stressed.

Tahiri: Reform or abandon dialogue

In the current situation, how dialogue is developing in Brussels, according to analyst Tahiri, Serbia is trying to become part of Kosovo's sovereignty, and this makes the talks dysfunctional.

“Dialog, in this form what is being done (in Brussels), must be reformed or abandoned. Continue dialogue I see as not giving a quality name, as dangerous and bad words as dysfunctional to Kosovo. Even if it signed agreements (Kosovo prime minister) Avdullah Hoti, just as he signed earlier for association (of majority Serb municipalities) Isa Mustafa (former prime minister) cannot be implemented because you cannot violently apply something that is not in the will of Kosovo citizens”, Tahiri said.

Analyst Muhhaxhiri also estimates that Kosovo in no way contributes to a single formal and fruitless dialogue, because it would only continue the agony towards European integration, and, according to him, would prevent it even in proportion to obtaining visa liberalisation, as well as in the overall agenda.

Kosovo should seek greater seriousness from the EU, and if it does not take this seriousness and guarantees from the EU that dialogue is real and that there is a realistic basis in order to achieve its outcome, then it should reconsider its position as well. That is because the worst could happen, for Kosovo to be labeled as a party that does not want the agreement to be reached, while clearly there are no minimum preconditions for such a”, Muhramri praised.

In the three recent meetings in Brussels, since it has resumed dialogue between Kosovo and Serbia, it has been discussed for the displaced, the unemployed and economic co-operation, which Kosovo's state co-ordinator for dialogue with Serbia, Skender Hyseni, has stated are elements of chapters under the final agreement, which will be concluded with mutual recognition.

On the other hand, the Serbian side, led by Marko Djurovic, has described these topics as technical issues. He has warned such a meeting -- at an expert level -- before the September 7th political summit in Brussels, between Prime Minister Hoti and President Vuciq.

Before the meeting in Brussels, the two are expected to meet at the White House in Washington on September 4th, with an invitation by National Security Councilman Robert O'Brain.
