The Ministry of Education and Science has asked the Government of Kosovo to enable the engagement of 1,000 paid teachers for the new school year, expected to begin on September 1st.

The engagement of these teachers, according to officials of the Ministry, should be only during the time of the coronary pandemic.

Enver Osdautaj, senior political adviser in the cabinet of the Minister of Education and Science, tells Radio Free Europe, that this number of teachers should be as reserve staff in case of coronary infection or isolation of regular teachers.

“We have requested the regular commitment of the teachers at half a fee, only for the pandemic period. We've asked the Government to support 1,000 teachers as backup staff and technical staff, depending on the needs. These teachers will work only under pandemic circumstances. These are supplementary teachers to meet the needs depending on the coming situations and their state-level distribution is done on the basis of the number of students through municipal education director”, Osdautaj said.

The growth of staff education, the start of the learning process, has also been requested by the Kosovo Parents' Council. Ymret Resiti, chairman of this Council, in a conversation about Radio Free Europe, said that in addition to possible infection with COVID-19 disease of educators, the new staff should also help make a decision to separate students in two or three classes.

“means not to be a burden of a teacher working in a classroom in three groups, especially those classrooms that have large numbers of students”, Resiti said.

In addition to applying for 1,000 additional paid teachers, the Ministry of Education and Science has also asked the University of Pristina, specifically from the Education Faculty, for students to help manage the learning process.

These students will be recognized by the practice, which is a mission to complete the faculty. While the Dean of the Faculty of Education, Ethem Ceku, 10 days ago, for Radio Free Europe, has indicated this faculty's readiness to assist the Ministry of Education in the learning process.

Screenwriters for New School Year's Beginning

Otherwise, the Ministry of Education and Science has prepared three different scenarios for the start of the new school year, in pandemic time, the A-back to school facilities of students, the scriptary B N. N.

But, it has not yet been decided concretely for anyone, the decision to that effect depends on the epidemiological situation in the country, Osdautaj says, adding that in most of the school's municipal education directors, they are willing to begin returning students to schools.

Options could be implemented by municipalities depending on space in school objects and the epidemiological situation in the country.

“We have met with the majority of municipal directors, and all preparations have been made to start the learning process. And it encourages the faith they have and the will to prove scenario A.

” We are also considering an option for September 1st to begin with classes from 1st to 5. This is also the recommendation of the National Public Health Institute then to start with other groups, on September 14th is the other option. But let's see it start with all the classes. However, the scenarios will adapt to the terms of pandemic”, Osdautaj said.

Even the Parents' Council in Kosovo prefers the return of students to schools, but always by respecting health authorities' recommendations for safeguard clauses against COVID-19, Resiti says.

Defense measures are wearing masks, respecting distance, and maintaining personal hygiene.

And we as a council, it's natural that we support Stage A, the beginning of the school year at the banks, all students from first grade to high school, have to undergo schooling at school facilities. For us, this is the best and most desirable way for students as well as in terms of gaining knowledge in a complete way. But if the number of people infected with COVID-19 increases, we should also accept version B.”, he said.

Citizens: High number of cases of infection, risk for students

Some citizens in Pristina, meanwhile, estimate that returning students to school spaces -- especially high school students -- can increase the level of coronary infection.

Qamil Dili, who reports that there are grandchildren at school, fears that students may be at risk with the opening of schools.

If the coronary situation had eased, it would have been very good to get the kids back to school, because we're very behind the lesson. But, in this situation, when the number of cases is on the rise, I'm afraid more will increase, as it's already seen to be infected are even older”, Dili says.

Osman Metushi likewise thinks:

I am trying not to open schools, because it can spread the” epidemic, Metushi says.

School institutions in Kosovo have been closed since March 12th, following measures the Kosovo Government had taken to prevent the spread of the coronary.

Then the Ministry of Education decided to continue teaching from a distance. For 1-9 classrooms, instruction has been accomplished through broadcasts of classes recorded on public television, as well as through the Ministry of Education channel on YouTube.

While high school level, distance learning has developed decentralisedly, where teachers were the main carriers.
