He was born on 11 July 1942 in Gjakova, where he conducted primary and secondary schooling, while the Law Faculty in Pristina. Postgraduate studies followed and finished them at the University of Zagreb Faculty of Juridic.
High Comparative Law Studies were followed to several other European centers.
He was trained at the University of Sarajevo Faculty of Jurydice in 1974. From 1965 to retirement, he worked as a professor at Pristina School of Jurydical, where even after retirement he was engaged in master and doctoral studies. By 2000 he was a regular member of the Kosovo Academy of Sciences and Arts (ASHAK).
Its creativity extends in many areas of scientific interest, especially in judicial-unconstitutional, in the field of political-backed systems, administration and public administration in general, social and judicial science methodology, as well as in the field of legal terminology.
