Due to the Special Court's proposal, Kosovo President Hashim Thaci will not be part of the negotiating team in the dialogue process with Serbia.
President Thaci's absence in this process, according to political and international connoisseurs, is seen as Kosovo's Kurdip against Serbia.
The recogniser of political circumstances in the country, Imer Mushkolaj, has said of news.net, that the Constitution clearly defines responsibility to the prime minister and president in the dialogue process, according to him, the important thing is that Kosovo has a similar approach to dialogue with Serbia.
According to him in this situation that Kosovo is found, it is impossible to continue dialogue with Serbia as needed, and much less reach the final agreement.
“The question of representation in the dialogue has had to be seen over and over again even when it was Mr. Thaci's part of the dialogue had to be seen by what state approach would mean. It means it's not about whether Mr. Hoti or Thaci is, but who represents the state of Kosovo against the state of Serbia. It is a fact that the Constitution has reconfirmed once again the responsibility the prime minister has in the dialogue, but in this case I believe it is not enough just Mr. Hoti. Now following the indictment warning for Thaci, it is seen that he is not desirable in Brussels to further the dialogue and, of course, that the only legitimate person from Brussels is being considered Avdullah Hoti. But I believe this president's case should not be contained in (the stumbling block) but must be resolved as soon as possible, whether by Thaci's resignation and the election of a new president because in this case we are talking about a cut-off delegation, for a short Kosovo team in dialogue. And we know that in dialogue The constitution gives clear responsibilities to both the president and the prime minister. Mr. Hoti could continue to discuss, maybe after the first meeting with President Vuciq, etc., as a side of the dialogue. But I still say that dialogue will not be possible with serious continuation, and much less to reach a final agreement without being part of the team and President”, Mushkolaj said.
Mushkolaj has also said that taking into account the current political situation in which our country is located, it would be good for Kosovo to suspend the dialogue process with Serbia for a while, as he stressed, the final agreement will hardly be reached this year and that Kosovo should not be hasty to just sign this agreement.
He has said that if Kosovo continues the dialogue process now it would be too weak to face Serbia.
I believe that this year final agreement will be reached. I didn't even believe before it became known to the President. But that does not mean that Kosovo should in fact rush to reach agreement. I believe Kosovo should not be hasty. Brussels and Serbia may hurry, but Kosovo should not rush because it is needed to see its own interests. Kosovo's interests are not in this case to continue dialogue because of the very weak position towards Serbia in the dialogue, add the burden of the Special Court and the actions it can expect in the coming weeks or months. Kosovo's position is even more damaged and the dialogue that may continue at this time perhaps having the president as part as well as anyone who could be elected after Mr. Thaci when he resigns, still is not enough just to say that we are participating in dialogue, respectively, to conduct the dialogue for face-to-face. So I don't believe Kosovo should be hasty and it's not time for the dialogue to continue. Kosovo should suspend dialogue until it considers it is in a better position because we know what political divisions we have within the country and what unstable government is precisely what is led by Mr Hotit”, Mushkolaj stressed.
