The Assembly of the Republic of Kosovo, at Thursday's session led by Chief Parliamentary Vjosa Osmani, in addition to the usual provisions, statements out of the agenda and parliamentary questions, were in order day, two parliamentary debates -- on the financial situation of Kosovo Telekom, after allowing the completion of the Final decision. OEN No. 20990/ MHM, of the International Court of Arbitrazhi near the Chamber of Commerce and Industry in Paris, as well as for the rights of contributing pensioners.
Following the time's announcement of statements outside the agenda and parliamentary questions, the session continued with debate over the financial situation of Kosovo's Telekom.
In the name of the proposor, MP from VV's GP ranks -- simultaneously Deputy Speaker of the Parliament, Arberie Nagavci -- made a long exhibition of processes that have been taking place in Kosovo Telecom. Nagavci stressed that continued deliberate actions have been committed that, according to her, are considered good organised criminal acts to bring Telekom into this situation.
She said that since 2009 there have been enough elements of criminal activity against Telekom. At the end of the argument, MP Nagavci presented a six-point resolution proposal, demanding that the government take quick actions in defence of Telekom.
On behalf of the VV Parliamentary Group, MP Rexhep Selimi, in full support of the offender, stressed that real criminal acts against Telekom have been committed. Viewing Telekom as a company of national importance for Kosovo and speaking of, as he said, continued criminal abuses that have been committed against it, Selimi added that all those responsible should be investigated and brought to justice.
On behalf of the LDK Parliamentary Group, MP Doruntine Maloku said the deterioration of the situation in Telekom started years earlier and culminated days ago with the blocking of accounts by the private owner in favour of the Z-Mobile operator, jeopardising the well-being of thousands of Kosovo families and state security.
It called on the government not to make temporary appointments to members of the Telekom Board, but to file regular procedures for its functionality.
MP Ferat Shala, speaking on behalf of the PDK Parliamentary Group, said Telekom has entered a chaotic maze, so, according to him, it takes a big and quick job by the government and justice organs, as he said, judicial actions are mixed with major economic and technological problems of Telekom. Shala said the government has all the leverage and opportunities to get Telekom out of this situation.
On behalf of the AAK Parliamentary Group, MP Pal Lekaj, who, among other things, stressed that this profitable company of around 400m euros by 2015, will end in this current situation. According to him, the government must act on a quick strategy to save this national-value company from bankruptcy.
In his speech, Economy and Environment Minister Blerim Kuci said, among other things, everything that happened in Telekom has a long history and that, according to him, the entire government system has long impacted the deterioration of this situation.
“Today the government has been confronted with the act. The Telekom Board has also resigned”, Minister Kuci stressed.
He further demanded that a parliamentary investigation commission for Telekom be established in the Assembly.
We've been found before the act was performed. I'm aware of the parliamentary investigation, but at the end of the legislature, that commission is dead. Please activate an investigative commission to continue the work. Now we're in a situation where we have to act immediately. First we must appoint the new Interim Board of Telekom”, Minister Kuci stressed.
He made it known that a series of options have been considered to resolve this issue, such as reaching an agreement on write-off, subvention of Telekom to pass the existing situation, granting a loan to Telekom to carry out the debt, borrowing the government's means into Telekom's account, means that should be returned to Government in a later term, given long-term Telekom loan under the Pandemia measures, and the possibility of partial privatisation of Telekom.
The debate continued for several hours with discussions by MPs from various parliamentary groups, who expressed their concerns about the situation in which this company is located and simultaneously submitted proposals for overcoming it.
After the depletion of the debate and in conditions of lack of quorum, the session stopped work, to continue today at 10:00.
