Sixm euros is the value of three capital projects the Ministry for Communities and Kthim (MKK) had planned in the 2019 budget. But for all three projects in the planning phase, the ministry has not known the details, such as the sums of separated municipalities or the number of beneficiaries.
According to the National Auditor Office's report (ZKA) for the MKK for 2019, with the case of budget planning, this minister had neglected detailed analysis before these projects were proposed. These have been described as weaknesses of the ministry in planning capital projects, KOHA writes.
According to the Guide for the Process and Budget Planning, issued by the Ministry of Finance, all budgetary organisations do detailed analysis of the capital projects proposed. However, the MKK reportedly did not.
“On board 3.2 of the Capital Project Budget Law for the central level were planned for three projects. These projects were not specified and detailed, but they had only a comprehensive description and financial value”, the report says. The planned projects were “Restitution Project, Reintegration of Communities (RRK-IV-), phase 4” worth 1m euros, “Project for Kthim (housebuilding for Return)<6>, worth 2 million and 150 thousand euros, and “Project for Communist”, worth 2 million and 850 thousand euros.
