Kosovo Institute for Justice Executive Director Ehat Miftaraj says of Kosova Prejs, that yesterday's government decisions on the restriction of movement are arbitrary and contrary to the Constitution. He says these decisions can be legitimate only with the Law on Pandemia, which remains in the government's drawers.
