In fact, there will be a new session today during the afternoon, when Prime Minister Avdullah Hoti will report about management of the COVID-19 pandemic, where parliamentary debate is envisioned.
However, at the morning session, what stands out is the point of reviewing the budget that Government wants to pass to the Assembly in order to pave the way for implementation of the fiscal emergency package.
Finance Minister Hykmete Bajrami has said that the execution of payments of 170 euros, as well as implementation of other measures, is a hostage to the revision of the Constitutional Law.
The responsibility of the Ministry of Economy and Environment for measures in support of the private sector and the Ministry of Labour and Social Management for the size of 15” is written by Bajrami.
The re-run budget will not receive the support of the Vetevendosje Movement, which insists that the execution of unnecessary emergency payments can be made by cutting spending on infrastructure projects or as they call them “asphalt”.
VV deputy Hekuran Murati for Kosova Prees said that movements within budgetary codes are possible even without being budgeted from the beginning, and according to him if they want to carry out emergency package payments are cut only infrastructure projects.
Yes, the possibilities every time are, because the Law on Public Finance Management also envisions transformation of tools up to 25 percent whenever necessary is premature aloche. So there are various possibilities, in order to become movement within budgetary codes even without being budgeted from the beginning. But this is a question of the will and priority of the categories. Now if you want to pay the emergency package cuts the asphalt. However, this government has decided not to cut the asphalt, to continue the projects as they are. And we've seen it in the first week when they announced tenders for 200m euros of asphalt and so they have a top priority of 148x1>, Murati said.
The chief of the PDK Parliamentary Group, Bedri Hamza, has criticised the past government, but also the present, saying that neither managed to find legal ways to support Kosovo's businesses and citizens who are miserable because of the Devid-19 pandemic.
He has once again reiterated PDK's positions that without legal changes no category of businesses can be helped.
The implementation and support of businesses requires legal changes. You have taken three months to understand that without legal changes you cannot process the payments, which have been promised”, he said.
Next to the budget review point, the following day of the session is also:
Selecting members of the Board of Directors of Public Enterprise Operator System, Transition and Market, (KOSTT),
The formation of the Parliamentary Investigative Commission regarding the privatisation process in Kosovo,
Reviewing the Regulatory Authority Report for Water Services-(ARRU) for 2019,

The Ad-hoc Commission's formation of candidates for seven (7) members of the Independent Supervisor Council for the Kosovo Civil Service,
Formation of the Ad-hoc Commission for selecting candidates for two (2) members of the Independent Media Commission Ankes Board.
In contrast, the session in which Prime Minister Avdullah Hoti will report and parliamentary debate over the management of the COVID-19 pandemic will be held initially by 1600.
