The former prime minister of Kosovo made these statements at the 40th meeting of the Council General of Vetevendosje Movement.

Dear V Movement members EVIDENCE! And the people love us, while they love one another. They once scared the people, now they're afraid of elections. And choices are the solution to both the health of citizens and the health of democracy and the health of the state”.

Kurti at the beginning of his speech has spoken of pandemic and has called on Kosovo citizens to respect safeguards to save their lives and loved ones.

Dear members of Movement activists,
honoured ones,
We're meeting together at the 40th meeting of our highest body, at a difficult time for the state and citizens.
First, allow me here to express condolences to family members who lost their best loved ones to the COVIDD-19 virus, where we only had eight deaths yesterday. I wish quick recovery for all those who are struggling with this deadly virus and thank all health workers who continue, under severe conditions, to risk their lives to save the lives of citizens.
I want to stop, not by the political and governmental causes of this situation, but by the health consequences for the population. We must exercise personal and civic care and responsibility using proper protective measures to save ourselves and our loved ones, protect ourselves and protect each other. When you lack your health, everything else is depreciated. When health is threatened, the whole country gets sick.
Rarely, today we are faced with a health crisis that is taking the lives of citizens, an economic crisis that is deepening further poverty and inequality, and a crisis of governance where institutions and democracy are divided.
Like movement, we grew up in crisis. What in the movement has been constant is the constant confrontation with crises that have not been shared by our country since the founding of the V 15 years ago. We have experienced these crises together with citizens who are always the worst and most threatened. Therefore, our meetings are more than procedure and more than representation because there are always decisions in times of crisis.
Today I want to talk about the events we had together since October 6th of last year and the decision-making that awaits us together.
October 6th of 2019 is certainly the historic date, where citizens with their free vote changed politics in Kosovo but also decided on the fate of politicians.
In the spirit of election results, respecting citizens' vote, we formed a small but wise and efficient government, a government of saving public money, fighting corruption and rational budget exploitation.
First we started to live the governing programme on the basis of the election programme, where we testified that in politics promises to citizens are a binding contract for politicians and that politics can become honest and principled.
So we kept our promise of a clean government, with people of integrity and incorrupted, professional, women, and men who have purpose and motive for serving citizens rather than enriching themselves.
We testified that there are no difficult decisions when there are good intentions and that what they say is impossible is just reason to hide ignorance, inadequacy, or dishonesty.
Yes, a more just and equal state is possible because for only four months we witnessed that the state can work for all, care for the poorest, and help workers.
It is possible to have health that works and saves the lives of citizens even when there is pandemic and when health infrastructure is lacking.
It is possible to save and recover public enterprises. Corruption and crime, nepotism, and abuse are possible. It is possible to cancel harmful contracts and stop the financial bloodshed of expensive asphalt on agricultural land. It is also possible to establish trade reciprocity with Serbia and to help financially with half a million euros in Presevo Valley. It's possible to start with property in justice, with the Institute for Investigation of Crimes committed during the war, with the concept of confiscating unwarranted property, and a budget for housing that provides protection from domestic violence.
It is possible to exercise the sovereignty of the state and to exalt our republic's name as it did in these four months.
It's possible to have governments that love citizens that require exiles and that the world respects. Governments that guarantee equal rights and provide equal opportunities for all.
So we can't go back because good governance has been tried, sought, needed and deserved by the citizens of our country.
Today Movement V ETHEVEN! has become the largest political subject in post-war Kosovo. Never has it happened since the declaration of independence, not even since the war ended, that the winning election party will remain in opposition. Similarly, the winning election party has not happened to have any of the leading positions of the state. But, at the same time, as never before in Kosovo, the elections won a party that loves the state of the people more than power and self.
Posts and positions, hierarchy and order, as in political subject and as in democratic state, submit to civic will through general democratic elections and not individual arbitraries.
On V We testified to everyone's weight in decision making where the ruling coalition agreement was submitted to the vote of its members. And so it should be in democracy, because party governance is the reflection of state governance. If party rules are not democratic, then they cannot produce a democratic leadership of the party and therefore cannot produce a democratic government in the state.
Therefore, we in the movement have open and verified democratic rules and procedures with broad and equal participation where anyone who wants political commitment, on the basis of values we embrace and represent, is guaranteed not only membership but also the scope of action and the right to choose and choose.
These are values that we must exalt, protect and cultivate together. And these values are tested more today than ever. Because today we are the greatest subject in the country, we have the widest popular support, the greatest membership, the wider expansion in the country and the region, and we are the only subject who has won the elections, the vote and heart of citizens as never before.
Growth of the V IT means that older people welcome younger ones; it means that structures are equal and non-personial to all; it means there is more competition between ideas, thoughts, and various generations.
We are the political subject, which believes in state sovereignty, the social progress of the national union. We believe that economic development and social justice go together, believe in freedom and equality, in creating equal opportunities and in the potential of each citizen indiscriminately.
The movement is the place where individual values and collective causes are promoted, where contests are guaranteed and ideas clash, but we are always the place where the free choice of the majority prevails well-informed.
If we had a challenge earlier, today's challenge is how to make the movement more open, more stable and wider, so the General Council of Movement and all structures should see that the Movement is comprehensive.
Each of us must exercise our activity and contribute to this common space without violating or denying the other's space, because the Movement is not adopted. The movement is all of them, because it is no one's; There is no one's movement apart because it's all together; and we are all of the Movement, because it is the people's.
Today it doesn't make you less or less of a move that you came yesterday, five, ten or 15 years ago. Movement makes faith in the values and principles and goals that we engage and protect and achieve. In promoting knowledge and integrity, justice and equality, and commitment to general and serving the majority, we are all equal, and we are all members.
Public opinion measurements reveal our vision not only the first but also the triple support compared to the second place where the LDK's PDK competes, while me with over fourfold the civic preference for the country's prime minister compared to the second following.
One thing is extremely interesting in these surveys: the support we have in women is over 55% (compared to 42% men), and we are approaching youth 2/3 of popular support. The latter confirms whose future is, but the first shows what is expected of us: gender equality, opportunity and justice of participation for women and girls, in employment, in ownership, in wealth, in leadership.
Of the people with university education in Kosovo, there are more women than men, but they are nearly fourfold less employed than men. So we have a lot of work ahead of us. No gender equality has social equality and no human rights. In fact, there is neither democracy, because democracy is the rule of the majority, but men are minorities, meanwhile women, elders, youth and children are mostly. The minority domination cannot be a democracy. So we have a lot of work ahead of us.
Dear attenders,
With the evidence for protest with 500 and 5,000 participants in the Square dots, we witnessed discipline and massification all of this by respecting the measures imposed by our government in distance and masks. At our 15th anniversary rally, with over 15 thousand participating, we witnessed the tremendous increase in ongoing support.
From the no-confidence motion on March 25th to now, we have accepted over 6,000 new electronic recordings, all those interested in membership in our Movement. Now it's up to us to meet and membership all of these in our Points and Centers, and to give you the opportunity to compete in our structures during the upcoming internal elections.
From the Centres in Kosovo is to isolate our Centre in Pec, which from the beginning of this year until last week, has reached 251 new members, including a total of 45 new members from Peja's leadership who spent the past few days in the movement.
From the Centres to the Mrgata, we should mention 227 new members in Switzerland who are registered on our membership database, and about a thousand interested people are only in Germany this year. The cause of great interest, in addition to the seven existing centres, later during today's meeting of the General Council, we will also vote for the establishment of six other centres in the exiles and our centre in northern Macedonia.
By June 2nd, we started the petition “ ” with physical lists in the Movement Centres. We've reached a quarter million signatures. So it seems that both for demonstrations and petitions, Movement V. She can break her own record. This petition is already Kosovo's largest post-war petition, but it must grow and increase even more than a quarter million signatures. The centers that have been most efficient in signing up until now are: Pristina, Mitrovica and Ferizaj.
Our parliamentary group has been active despite the difficulties and pandemics that have plagued our country. She has made demands on the Constitutional Court and is awaiting four decisions: on the president's actions of calling for civil disobedience and failure to comply with government decisions; on the case of MP who is in prison for corruption, Ethem Arifi; on the MP's case that testified to the president's unconstitutional influence, Haxhi Shala; and, on the short-term delay of elections for the mayor of the Podujevo Commission. Three legal initiatives have been undertaken: The bill on changing and completing the Election Law on the vote of our exile in embassies and consulatements; The Petition Bill; and the Bill on Changes and Fulfilling of the Law for Official Holidays.
Dear activists,
This is an unusual year and so far there have been many surprises, but our society and state must be strengthened to meet any challenge. Today, state immunity is much weaker because legitimacy is lacking. The body without immunity cannot win the battle against the virus and surrenders, while the government without legitimacy is also handed over and won no battle within or outside the country.
We must strengthen both citizens' immunity and the legitimacy of government with new elections and good governance.
We have two choices ahead. We have internal elections on Movement V. DEPENSE! in the autumn and the necessary early elections for the new parliament and the new government.
Early elections are necessary. On October 6, we did not have just one set of choices, and we did not just have a next government. Citizens voted for change. They voted for the PAN parties to go into opposition and voted as never before with record numbers of votes on who should be prime minister.
This change that citizens brought through the ballot boxes was overturned at the president's desk. It was overturned by a divisive party president who abandoned the change and promised reforms. PAN in government.
What we've seen since March of this year is the ongoing attempt to undo October 6th, to erase it also as the date they lost but also as the day when citizens won.
But October 6th has happened, the citizens' victory has taken place, and good governance has taken place, and there is no time machine that takes us back to the time of PANhaji.
Of course, we are aware that we are in time of pandemic. We are also aware that our good governance managed to manage both the pandemic and the economic crisis. And today, we're in a situation where the government not only doesn't have the legitimacy to govern but it doesn't even have the ability to manage.
The Coti government is triple minority government: it has only 59 deputies, has only 40 Albanian deputies, and has no 1/3 of civic support.
Furthermore, we have a government and a stupid prime minister who did not entrust his party to the presidential post, but wants people of the state to trust the prime minister's post.
Dear members of Movement V DON'T!
And the people love us, while they love one another. They once scared the people, now they're afraid of elections.
And choices are the solution to both the health of citizens and the health of democracy and the health of the state.
