“In previous monitoring reports of KMDLNj, one of the main problems that exacerbate the work of the SHKK was precisely insufficient and centralised budget, therefore as the recommendation of KMDLNj, was to increase the budget, decentralisation and build economic capacities within the space of detention and correctional institutions”, the communique said.
“The KMDLNj takes into account the difficult economic situation as a consequence of the pandemic caused by COVIID-19, but budget cuts should not be applied to some of the services of particular weight and that show interest in the state's security as the SKK is the most important link of this security chain. The correctional staff must be renewed with new frameworks and should be invested in their professional establishment through training both inside and abroad, as well as research visits to countries with experience and expertise witnessed in this area. Especially should a new generation of officers and corrective officers working with minors, women deprived of freedom and deprived of freedom of marginalised groups” be educated and professionalised, it is further said.
Through a media communiqué, this institution says the USKK needs to improve health services, as well as create new jobs for persons deprived of freedom so that it can more easily overcome the programme of resocialisation.
In this context, The KMDLNj estimates that cutting the budget for the SKK is the move that made the service stall instead of conveying and accelerating the trend of progress and development, as well as bringing up implementation of international standards for correctional staff and persons deprived of freedom. The KMDLNj expects and hopes that some way of compensating the budget cut for the USKK so that the dynamics and quality of the work of the USKK will not be jeopardised otherwise by corrective staff and that the consequences will be carried precisely to those deprived of freedom”, the communique concludes.
