Government Adopted New Measures Against Coronervirus

In accordance with the Government's Labour Order, the corresponding meeting (Electronical meeting) has been held at the request of Republika Kosovo Prime Minister Avdullah Hoti, in which the decision for the measures company has been reviewed, with the aim of preventing the spread and control of COVID-19 infection.
After analyzing the epidemiological situation in the country, Health Minister Armend Zemaj has accepted recommendations from the National Public Health Institute for the company of new measures, aimed at preventing the spread of COVID-19 infection.
As there is an increase in the number of citizens who have resulted in positive with COVID-19, the Health Ministry has requested and the Government of the Republic of Kosovo has adopted the decision as follows:
In support of Article 55 of the Constitution of the Republic of Kosovo, under Article 89 of Law No. 04/L-125 for Health, under the provisions of Article 41 and Article 50 of Law No. 02/ L-109 for the Prevention and Fighting of Influencing Diseases, based on Article 4 of Rule No. 06/20 for Administrative Responsibility Fields of the Office of the Prime Minister and Ministers, modified and complete with Rule No. 07/2020, as well as the decision of the Government of the Republic of Kosovo No. 01/11, 1503.20, for the Public Health Emergency Statement, after discussing with relevant units in the application of the IKPAK recommendation, in accordance with Article 17 and 19 of the Government's Labour Adjust of the Republic of Kosovo No. 09-2011, Government of the Republic of Kosovo, at the meeting held on July 28, 2020, gets this:

1. All citizens of Albania, Northern Macedonia, Montenegro, Serbia and Bosnia and Herzegovina, who enter the territory of the Republic of Kosovo (RKS), should testify that they are healthy by COVID-19, with the RT- PCR in Sars COV-2, according to the reciprocity principle, except for the following:
1.1. During login via International Airport “Adem Jashari” No need have proof of negative test RT- The PCR, taking into account that the foreign citizen will only pass through the RKS territory, and provided that at the entrance a statement will be signed that in the three-hour term will release RKS territory;
1.2. During access to land border points, with the aim of exiting air points from International Airport “Adem Jashari”, No need have proof for RT-PCR tests, but that foreign citizens are obliged to present the plane ticket and sign the declaration that within 3 hours they will leave the RKS territory;
1.3. Professional Transporters (volunteers) is not necessary have proof for PCR test, provided the protocol is respected for international transport;
1.4. For transport organized by bus or regular international transport line No test needed RT-PCR, provided the statement is signed that they will release the RKS territory within five hours;
1.5. Citizens of Albania, Northern Macedonia, Montenegro, Serbia and Bosnia and Herzegovina, who have arranged for temporary or permanent residence permit at RKS, during their entry into RKS They must represent Confirming the RT-PCR negative test, done 72 hours before entrance to RKS;
1.6. Foreign diplomats from the Czech states in this decision, who are accredited in the RKS, like their families, is not need proof for RT test- PCR?
1.7. Citizens of Albania, Northern Macedonia, Montenegro, Serbia and Bosnia and Herzegovina, who have set the term for treatment at RKS health institutions, can enter, provided they do Foreground Test Confirmation T The negative R-PCR, done 72 hours before the RKS entry and confirmation of the certain term released from the hospital;
1.8. Writers of personal documents issued by the RKS, but with residential address to one of the states in this decision, as they enter the RKS, They must represent Confirmation for negative RT-PCR testing, done 72 hours before the RKS entry.
2. Starting between 10:30 and 5: 00 a.m., any circulation of physical persons outside their homes/banes in municipalities is prohibited: Pristina, Prizren, Peja, Podujevo, Gjakova, Ferizaj, Lipjan, Drenas, Vushtrri, South Mitrovica, Gjilan, Fushe Kosovo and Shtrpce, in addition:
2.1. In emergency health;
2.2. If the need to care for the sick, for those with special needs, only if the sick or persons with special needs are unable to care for themselves;
2.3. In case of seeking help from relevant institutions, as is the case with victims of domestic violence;
2.4. In case of family member's death;
2.5. In the event of showing the need to get out of the home/banes for the physical needs of animals, but not beyond 500 meters from apartment/house (but, it is not allowed to use these cases to perform any other task or purpose other than established ones).
3. All residents of the Republic of Kosovo are committed to wearing masks on their faces in all activities outside their homes and to keep a 2m physical distance in common environments outside their homes/banes, and to forced laboring institutions to create conditions for this distance to be applied at work.
4. All public and private institutions are subjected to holding hand disinfectants and face masks at accessible entrances of the facility, which can be exploited by institution workers and visitors.
5. All public and private institutions are permitted to set visible rules at any entry of the object (including the prevention of mask-free access, the obligation to respect distance, etc.) in line with the Manual for Protection From the Spread of COVID-19.
6. No collection of more than five citizens in public squares, parks, and so on.
7. All public gatherings, including family parties, are prohibited.
8. Recretative, cultural and sports activities in closed and open environments throughout the territory of the Republic of Kosovo, including football schools and other sports, training of all flooring, etc.
9. It's only allowed to finance, closed swimming pools and individual sports, in line with the Manual for Protection From the Spread of COVID-19.
10. All subjects offering public transport (autobus, nation, taxi) to work half their capacities in terms of the number of travelers carrying to allow for any passenger's space.
11. Public and private institutions in the Republic of Kosovo are obliged to manage staff performance in line with the Manual for Protection From the Spread of COVIID-19 (continent institutions will explain with specific circuites what necessary staff is present to them), including specific regulations that apply to staff in public and private institutions of vital interest.
Twelve. Public and private health institutions are recommended to reduce non-escial health services.
13. It is required of all municipalities to fully reactivate their local headquarters.
14. No public markets activity of vehicles and animals throughout the territory of the Republic of Kosovo.
15. No animal slaughter in any open or closed environment except in animal slaughter environments authorized.
16. The physical participation of citizens in all religious ceremonies and activities in the entire territory of the Republic of Kosovo is forbidden.
17. The exercise of public and private nesting activities on the entire territory of the Republic of Kosovo is permitted after assessment and supervision by municipal authorities, in line with the Manual for Protection from the Spread of COVID-19.
18. All subjects offering gastronomy services (restants, coffee, nightclubs, etc.) );
18.1. Operation denied from 10:30 to 0500 throughout the territory of the Republic of Kosovo;
18.2. Outside this time, they can work only in open spaces by respecting the 2m distance between tables and services Take-away, always in line with instructions specified in the Manual for protection from the spread of COVID-19.
Nineteen. Older citizens (in the age of 65) and citizens with chronic illnesses (diabes, arterial hypertensions and heart disease, chronic lung disease, kidney - disease patients, withdrawal patients, oncological patients, etc) can get out in public areas only in the early hours of the morning (from 0500-10:00) and evening hours (from 18:00-21:00).
20. Municipal, financial, electronic and postal service operators are subjected to provide minimum staff services, according to measures in force for public health emergency.
21. Kosovo's National Institute of Public Health is being occupied that, in co-operation with the Ministry of Education and Science and Municipal Education Directorate, by 15 August 2020, draft the Guide for Teaching Ways in the New School-Academic Year 2020-2021.
22. All residents of the Republic of Kosovo are committed to implementing preventive measures and recommendations by the National Institute of Public Health and the Ministry of Health.
23. Competent organs are allowed to exercise rigorous control in order to implement the measures (containing inspections and organ order).
24. The respective institutions of the Republic of Kosovo are committed to taking the necessary actions to implement this decision.
25. All municipalities of the Republic of Kosovo travel on the basis of the legal competencies of local self-government to reduce the flow of vehicles, with the aim of avoiding excess collection of people.
26. Decision No.0111, dated 08.07.20, continues to be implemented until another decision.
27. This decision will be reassessed depending on the epidemiological situation in the country, in consultation with the National Institute of Public Health, experts and other ministries of the line, to assess the efficiency and necessity of specific measures, as well as to decide on the continuation of or not relevant measures.

29. The Health Ministry is committed to reporting each week for implementation of these measures.
Thirty. The decision goes into effect on the signing day, except for the 8th point. of this decision, which takes effect on July 30th 2020.
