European Integration Issues Recognisor Avni Mazreku has told the news that France and Germany -- that the draft proposal by President Hashim Thaci and PDK leader Kadri Veseline -- have insisted on being involved in the dialogue process for what he said -- complete a Monday after this communiqué and to be part of a process which before the proposal was published, supported by the US President Donald Trump's administration.

“Their tender and goal (Germany and France) is for dialogue between Kosovo and Serbia not to be considered completely failed at this stage, but to have actions even not of the signifiable political context that would probably result in reaching a quick agreement but at least deliver messages of symbolic context. It is also known that the EU for years had not reached the finals of the agreement, despite the EU's mediating process for years. Even in this context the EU wants or is a goal of coming to the stage again of the European Union member states, perhaps the European Union through its high representative for foreign and security policy, Mr. Borrell, but also his envoy, Mr. Lajcak can be considered a failure in the process for the very fact that the European Union's foreign policy still has no unanimity in the context of decisionmaking, there is no consensus within the EU members itself, and therefore they are dedicated, and they have no stance on the position of this country's <1> dialogue, he stressed the news.

That inclusion of France and Germany has divided it into two positions, but says that, without the involvement of the United States of America in the dialogue, there will not be anything concrete.

But the evolution and role of France and Germany have two dimensions. The first dimension is in the symbolic context of the European Union, which gives the message that the EU is still active in finding European solutions to European problems when it is known that Balkan problems between Kosovo and Serbia are European problems (to meet the continent of Europe) and that somehow show the presence of the EU in this process. But from these meetings I do not believe there will be anything concrete in this direction because it is known that since the breakup of the former Yugoslavia and the fall of the Berlin Wall, the decomposing factor of problematic political solutions not only in the Balkans, but also in Central and Eastern Europe the determinative factor has been the United States of America”, Mazrreku said.

But what will be the role of the United States in this case? Mazrek says: “given that in the United States, they are already on the verge of electoral campaign, I don't think that no administration, including President Trump's administration in this case, has the capacity to say the capacity to get support from US lawmakers, in this case the Senate and Congress approach a process or solution to a problem that is a century-old Balkan problem, which can be described as solving the problem between Serbs and Albanians. So even from the context of the Trump administration, we don't have to see any open and political intensity in the function of bringing the parties together before the end of the November elections of the US, as has been the case so far with President Trump's envoy, Mr. Green. But all these actions I see in this case also the role of Prime Minister Hoti in order to keep the process alive to say conditionally, and I think it's the act of shooting his role and his presence to participate in these” meetings, he said.

According to Mazrek, without the involvement of the United States of America, since the fall of the Berlin Wall, the European Union has been unable to solve any of its problems.

Mazreku says it is time for the EU to show its capacities for resolving European problems, like the problem between Kosovo and Serbia.

And as I said before, these movements, I don't see these political attempts as signaling the political context that would result in the approach of the parties towards the final solution of this problem, but I see more of the symbolic context, because we know and we are witnesses of the time that behind the movements of Mr. Greenell who had in the steps that were criticised and dubbed as the imposing steps, we have seen an almost total marginalisation of the role of the European Union in this process. Therefore, this goes to the post of neutralising that marginalisation of the European Union in the process of dialogue between Kosovo and Serbia, and as I said earlier, the EU at all costs should give a message even symbolic that for European problems there are always European solutions. And in the end it would have to be the European solution for European problems because we meet the European continent, but unfortunately as we said from the fall of the Berlin Wall until today there has been no European problem solved without US support. Therefore, the European Union's common foreign and security policy should be viewed by EU member states themselves as the context of further approach because, as it is well known, they have no consensus on EU foreign security policies. Therefore, if the European Union really wants to be a global factor, it must pre-eminently show the capacity for resolving European problems, as is the almost last open and unfinished problem -- the problem between Kosovo and Serbia” -- has clarified Mazreku.
