It looks like this summer too, the game of exiles will continue with regard to payments for the Green Carton.
Much has been talked about the removal of this tax, or even the possibility of Kosovo membership in the Green Carton Bureau Council. But neither happened until now.
Despite the fact that the price of this tax is halved, it is still considered a kind of <x0-venging” for all with cars from foreign countries entering Kosovo, and the most hit are Kosovo exiles.
Despite numerous complaints or debates, the diaspora's mass participation in the October 2019 elections appears to be additional pressure on the incoming government to finally do something for the exile.
Delays in its formation, as well as the short life of Kurti Government, led only at the June 3, 2020, meeting, which was the last gathering of this government, to make a decision on the Green Carton issue.
Kurti government collapsed, green Carton's work remained unclear
At that meeting, the government has approved the decision to take over the cost of spending for “Green carton” for 2020; on the basis of the decision, the Ministry of Finance and Transfers in co-operation with all other relevant institutions would have to create a mechanism for covering border security obligations for 2020.
According to data from the Kosovo Central Bank (BQK), from 2010 to 2019, insurance companies in Kosovo have collected about 114m of 517m euros from border security fees, mainly from exiles. However, the amount of damage is much lower. Only 14m and 744 thousand euros have been paid for damages for border insurance from insurance companies. Somewhere in total, about 1.5m euros could be brought in costs of annual damages, which would not be a huge financial burden for the state, especially when compared with the role of the Kosovo diaspora in the local economy.
After the collapse of Kurti Government, it is not yet known exactly what will be done with this decision.

Exiles Pay the Same as Before
Despite the fact that this decision had entered into force immediately, it seems to have had no impact on the payment of security policy. Many fellow countrymen from various countries who have recently traveled to Kosovo have submitted to this payment.
On the other side, The new government's MPJD appears to still be in consolidation, so there is no accurate record of the government's decision.
According to Zv. MPJD Minister, recently appointed Bekim Brestovci, who has been a prominent activist in solving Diaspora's problems, has come from this community, still has no final decision on the issue. After a conversation he had with the MPJD minister, a decision could be expected by the end of the month, after the green light is received from the Ministry of Finance and Transfers for the possession of means for covering expenses.
Summer season is already on the verge. Besides paying the security policy, which has been opposed over the years, its payment process has often triggered long delays and columns.
What is border responsibility insurance?
The border security of auto responsibility is security, which is obliged by law for all foreign-signed motor vehicles that enter the territory of the Republic of Kosovo.
