The EU will mediate this week in ending the recent Balkan conflict between Kosovo and Serbia. The result is uncertain, warns Daan Everts of the largest Dutch medium.

Doubt

There are no wars without war crimes, not even in Kosovo. They must be judged. However, showing political influence and prejudice must be avoided. Early charges have sparked violent reactions in Serbia, Kosovo, from party to Belgrade up to desperate ones in Pristina. In all this turmoil, it remains important to remember that there is no moral equivalent between the crimes of the Serbian Army, militia and police (the state-controlled ethnic cleansing; 1 million Kosovo Albanians expelled; 10,000 to 15,000 killed) and those of armed resistance Kosovars (actions of local ethnic revenge; 100,000 Kosovo Serbs who fled; nearly 500 victims).

Geopolitical Consequences
The geopolitical consequences of the sudden conclusion of the Serbian-Kosovo dialogue are uncertain. The question is whether a renewed European initiative, with a summit Friday under the auspices of President Macron and Chancellor Merkel, and the resumption of dialogue next Sunday led by EU Foreign Representative Josep Borrell, can repair the damage. So far, Europe has been largely divided and powerless in its decision-making for Kosovo, its independence and pro-European aspirations. The situation remains dangerously unstable at the moment.
